The Inspectors believe that HLCM, as part of its mandate, and supported by the ICT Task Force, should develop common data element standards to be used by both payroll and HR systems system wide.

Adopting a single set of data element standards could help in fully integrating HR and payroll processes across the United Nations system and would facilitate and simplify data interchange and the development of system wide applications.
