In cases of necessity, the customs may organise testing and inspection, and hold results of testing and inspection recognized by the customs as a basis for commodities categorisation.

The Joint Inspection Unit proposed that that preliminary step should include an assessment of the adequacy of resources allocated to the achievement of results to allow for better alignment between resources and results, a linkage which has been shown to be critical to the full implementation of results based management.
