In this regard, the Subcommittee urged the secretariat to assist member countries develop integrated land and water transport and develop an integrated intermodal transport network in the region.

The Subcommittee recognized the Asian Highway and Trans Asian Railway as important building blocks in the development of an efficient international intermodal transport network for Asia and the Pacific.

The Subcommittee attached great importance to long term strategies and guidance provided at the ministerial level that would facilitate the development of an integrated international intermodal transport system in the ESCAP region.

(b) Formulating and implementing national, regional and interregional transport initiatives, in particular those related to the Asian Highway, the Trans Asian Railway and the development of intermodal transport to improve access to domestic and global markets and exploit opportunities created by globalization supporting countries in building capacities for national planning and management of transport infrastructure

In line with the Seoul Declaration, the work of the Subcommittee on Transport Infrastructure and Facilitation and Tourism focused on the realization of the vision of an international integrated intermodal transport network, taking into account the crucial role that transport played in poverty reduction strategies and the protection of the environment and human health.

It also recognized ESCAP's initiative to develop an intergovernmental agreement on the Trans Asian Railway network as an important milestone for the development of an integrated, international intermodal transport network in the region.

In particular, it recognized the practical importance and relevance of the implementation of the ALTID project, including the development of the Asian Highway, the Trans Asian Railway network, Asia Europe transport corridors, including the North South corridor, and the formulation of an integrated intermodal transport system in the region.

It also proposed that such a strategy be time bound and focus on the strategic goals contained in the Shanghai Declaration, adopted by the Commission at its sixtieth session, namely developing an integrated intermodal transport network in Asia and the Pacific as well as Asia Europe transport corridors.

The Subcommittee recognized that the Intergovernmental Agreement on the Trans Asian Railway Network will help member countries coordinate planning and development of their transport infrastructure, including intermodal connection points, and will encourage a greater use of railways.

The Subcommittee had before it document E ESCAP STIFT 1 and Corr.1. It recognized the Asian Highway and Trans Asian Railway as important building blocks in the development of an efficient international intermodal transport network for Asia and the Pacific.

The Subcommittee requested the secretariat to continue implementing activities in support of the Almaty Programme of Action in order to develop an efficient international intermodal transport system, which would facilitate countries' efforts in attracting transit trade flows and foreign direct investment.

In that regard, the vital role of ESCAP in helping countries to achieve the regional vision for the development of an international integrated intermodal transport system and further promoting tourism provided a framework within which Thailand and other countries could grow and prosper.

The Subcommittee requested the secretariat, in implementing the programme of work, to emphasize the specific strategic dimensions described in the Shanghai Declaration with respect to the development of an international integrated intermodal transport system and to address issues related to sea and ferry transportation in that context.

Thailand had signed the Intergovernmental Agreement on the Asian Highway Network in Shanghai, China, in April 2004 and recognized ESCAP's initiative to develop an intergovernmental agreement on the Trans Asian Railway network as an important milestone in the development of an integrated international intermodal transport network in the region.
