A third argument is that if speculation were to blame for price increases, there should have been an increase in oil inventories, because speculators do not consume oil but instead store it for later sale. Since there has been no rise in inventories, there has been no speculation.

Countries provide details of inventories that record traditional knowledge, adding that much (potentially very beneficial) knowledge is still being captured.

During this time, Parties and the secretariat have accumulated extensive experience in the reporting and review of national communications and GHG inventories.

It is recognized in the Intergovernmental Panel on Climate Change (IPCC) Revised 1996 IPCC Guidelines for National Greenhouse Gas Inventories that the current practice on land use, land use change and forestry does not in every situation request annual data collection for the purpose of preparing annual inventories based on a sound scientific basis.

Many countries reported that their ministries responsible for the environment, energy and agriculture conduct sector specific research on GHG inventories, vulnerability, and the ozone layer.

As stated in these reporting guidelines, the CRF consists of summary report and sectoral report tables from the Revised 1996 IPCC Guidelines for National Greenhouse Gas Inventories (IPCC Guidelines) plus newly developed sectoral background data tables and other tables that are consistent with the IPCC Guidelines and the IPCC Good Practice Guidance and Uncertainty Management in National Greenhouse Gas Inventories.

The Bureau of Indian Affairs continued to conduct natural resource inventories, image mapping projects, and GPS training services to support its Indian Integrated Resource Information Program.

The process of review of changes in national systems shall follow the timetable for the review of annual inventories defined in part II of these guidelines.

Increasingly, they depend on the provision of other services, inter alia credit advance, quality control and standard setting, advertising, management of inventories, and after sale servicing.
