Much of their credibility, however, depended on a fragile balance of power. Since each issuer represented a small fraction of their revenues, rating agencies were unwilling to compromise their reputation for the sake of any single issuer.

Parties were also encouraged to ensure good linkages between the WSSD follow up, in particular the CSD process, and the UNCCD.

Any such agreement does not affect the relationship between the issuer guarantor or nominated person paying the proceeds and the beneficiary (the secured creditor).

This Convention applies to an international undertaking if the place of business of the guarantor issuer at which the undertaking is issued is in a Contracting State.

Note to the Working Group Under the definition of control in the terminology section, the secured creditor has control of an independent undertaking where (i) the issuer guarantor or nominated person paying the proceeds is the secured creditor (ii) the issuer guarantor or nominated person paying the proceeds has acknowledged the security right in the proceeds from the drawing under an independent undertaking or (iii) the secured creditor is the beneficiary.

CMS' NGO representative, Ms. Sandis has been actively involved in the work of ECOSOC bodies, especially the Commission for Social Development (CSD) and the Commission on the Status of Women (CSW).

Under the third method of obtaining control, as between the issuer guarantor or nominated person paying the proceeds and the secured creditor, the secured creditor is the beneficiary of the independent undertaking.

The ECB, however, is not an issuer it is an independent agency, and the decision to buy is its own. Furthermore, 80 of the risk will be borne by national central banks individually.

The secretariat of the Convention participated in the twelfth and thirteenth sessions of the CSD held in New York from 19 to 30 April 2004 and from 11 to 22 April 2005 respectively.

Some of the SEC rules do work against deception. Notably, crowdfunding platforms must provide communication channels through which investors can communicate with one another and with representatives of the issuer about offerings made available.

A bond offering represents a written obligation of the issuer to repay a loan under specific terms, including the term of years for repayment and the interest rate to be charged on the loan.

Poor s found that, a year later, these firms total debt amounted to 14.2 trillion, eclipsing the 13.1 trillion of outstanding debt in the United States and making China the world s largest issuer of corporate debt.

Furthermore, it may be recalled that at its eleventh session the CSD decided that its multi year programme of work beyond 2003 would be organized on the basis of seven two year cycles, with each cycle focusing on selected thematic clusters of issues.

Consistent with that decision, the Executive Secretary pursued his participation and follow up activities in the context of the Summit outcome at intergovernmental levels, particularly the General Assembly of the United Nations, the twelfth and thirteenth sessions of the CSD and other intergovernmental forums.

Throughout the entire quadrennial period, the representative has been a registered attendee at the annual meetings of the CSD and CSW, and in cooperation with other NGOs, prepared yearly statements to heighten the Commission members' awareness of the vulnerabilities and protection needs of families, especially those fragmented by poverty and conflict.

In 2003 and in 2004, the CMS New York representative also took part in the open sessions of the 2nd and 3rd annual International Fora for Social Development (IFSD), initiated by DESA in preparation for the February CSD meetings, to which IFSD is closely linked both in theme and chairmanship.

Recognizing the importance of the sixteenth and seventeenth sessions of the Commission on Sustainable Development (CSD) for strengthening international awareness of and commitment to the implementation of the Convention through their thematic focus on agriculture, rural development, land, drought and desertification, and the need for timely and substantive preparations for UNCCD input to this process,

In 2004, when the 42nd session of the CSD considered social perspectives on migrants and migration as an important emerging issue (item 3a) the CMS representative initiated and co moderated a panel presentation on Children in Immigrant Families , with panelists from the International Labour Organization (ILO) and UNICEF, as a mid day Side Event on 12 February at UNHQ.

By its decision 2 COP.6, the Conference of the Parties (COP) requested the Executive Secretary of the United Nations Convention to Combat Desertification (UNCCD) to continue to participate in the follow up to the outcome of the World Summit on Sustainable Development (WSSD), including through relevant sessions of the United Nations Commission on Sustainable Development (CSD), and to report accordingly.

Likewise, since the next session of the CSD will focus on thematic clusters including energy for sustainable development, the COP may wish to request the secretariat to follow actively deliberations of the Commission with a view to demonstrating that an effective implementation of the Convention constitutes an energy saving endeavour, particularly in that afforestation and reforestation activities are major components of action programmes.

Invites Parties, the Executive Secretary and other relevant stakeholders to prepare for and participate in the fourteenth and fifteenth sessions of the CSD with a view to demonstrating that the development and promotion of new and renewable energy sources in drylands constitute a critical sustainable development issue, access to energy and energy efficiency and that the implementation of UNCCD action programmes can make a significant contribution in this context

Finally, a less well recognized insight from the euro crisis concerns the role and impact of a currency union s dominant members. It is often argued that the United States, as the major reserve currency issuer, enjoys what then French Finance Minister Valéry Giscard d Estaing famously called in the 1960 s an exorbitant privilege, in the form of lower borrowing costs (a benefit estimated to be worth as much as 80 basis points).

Requests the Executive Secretary to include an agenda item on the preparation of the sixteenth and seventeenth sessions of the CSD in the agenda of the eighth session of the Conference of the Parties (COP), and requests the Executive Secretary to prepare a background paper, drawing in particular on the outcomes of the third and fifth sessions of the Committee for the Review of the Implementation of the Convention, for discussion at COP 8
