(d) Rebel armed groups. They include forces of the Sudan Liberation Movement, the Justice and Equality Movement and the Movement for Reform and Development.

The Government, JEM and the Sudan Liberation Movement Army have attended these talks.

(g) In particular the Sudan People's Liberation Army Movement, not to misappropriate humanitarian assistance

In addition, fighting between the Sudan Liberation Movement and the Justice and Equality Movement is affecting the security of several villages in the region.

Establishing consistent liaison with the Sudan Liberation Movement Army has been hampered by divisions within the group.

The Sudan People's Liberation Movement Army (SPLM A) has a key role to play in the forthcoming talks.

In April, a delegation of the Sudan People's Liberation Movement (SPLM) came to Khartoum and was welcomed wholeheartedly.

(q) The recent signature by the Sudan People's Liberation Army Movement of an agreement to prohibit the use, production, stockpiling and transfer of anti personnel mines throughout the territories under its control, and at the same time encourages the Sudan People's Liberation Army Movement to implement the agreement swiftly

Parties that is, the Government, the Sudan Liberation Movement (SLM) and the Justice Equality Movement (JEM) negotiated seriously and with flexibility, discussing political issues rather than procedures and minor issues.

(x) The use by both the Sudanese army and the Sudan People's Liberation Army Movement of civilian premises for military purposes

Other observers fear that the commitment of some leaders of the Sudan People's Liberation Movement (SPLM) to unity may be shallow.

In the days that followed, the Sudan People's Liberation Movement (SPLM) took swift action to confirm Salva Kiir as its new Chairman.

A multitude of Sudanese expressed their condolences to the leaders of the Sudan People's Liberation Movement Army (SPLM A) in the area.

This appeared to be the result of a lack of willingness of the negotiators of the Sudanese Liberation Movement Army and the Justice and Equality Movement, in particular genuinely to engage on these issues.

(xiv) The attacks on and use of force against United Nations as well as humanitarian personnel by the Sudan People's Liberation Army Movement

The delay in reaching agreement between Khartoum and the Sudan People's Liberation Movement has also produced a stalemate in the talks on Darfur.

The Sudan Liberation Movement Army (SLM A) has maintained an aggressive stance, establishing new checkpoints and attacking vehicles, in particular in South Darfur.

During the reporting period the principal rebel groups, the Sudanese Liberation Movement Army (SLM A) and the Justice and Equality Movement (JEM), fought with the Government army and or Janjaweed on at least seven occasions.

The Security Council is encouraged by the active participation of representatives from all invited groups of the Sudan Liberation Movement Army (SLM A) and the Justice and Equality Movement (JEM), as well as members of the Sudan People's Liberation Movement, as part of the Government of National Unity, and urge their continued cooperation with the African Union Mission in Sudan (AMIS) and with the United Nations Mission in the Sudan (UNMIS).

(k) To allow an independent investigation of the case of the four Sudanese nationals who were abducted on 18 February 1999 while travelling with a team from the International Committee of the Red Cross on a humanitarian mission and subsequently killed while in the custody of the Sudan People's Liberation Army Movement, and urges the Sudan People's Liberation Army Movement to return the bodies to their families

(l) To allow an independent investigation of the case of the four Sudanese nationals who were abducted on 18 February 1999 while travelling with a team from the International Committee of the Red Cross on a humanitarian mission and subsequently killed while in custody of the Sudan People's Liberation Army Movement, and urges the Sudan People's Liberation Army Movement to return the bodies to their families

At the same time, the frequency and intensity of direct clashes between the Sudan Liberation Movement Army (SLM A) and Government forces decreased relative to the previous month.

The disarmament and repatriation of the Allied Democratic Forces National Movement for the Liberation of Uganda must be taken into account within the framework of the tripartite dialogue.

The Council welcomed the signature on 9 January in Nairobi of the Comprehensive Peace Agreement between the Government of the Sudan and the Sudan People's Liberation Movement (SPLM).

(c) The leadership and the engagement of the African Union in addressing the situation in Darfur and its continued efforts to reinvigorate the peace talks between the Government of the Sudan and the Sudan Liberation Army Movement and the Justice and Equality Movement

In contrast to April, fighting between the Government and the Sudanese Liberation Movement Army (SLM A) and the Justice and Equality Movement (JEM) was reported throughout the month of May, but the frequency of clashes increased in the second half of the month.

The clearest trend to emerge over the present reporting period is a considerable rise in abductions, harassment, extortion and looting, by both the Justice and Equality Movement (JEM) and the Sudan Liberation Movement Army (SLM A), victimizing civilians and jeopardizing humanitarian activities.

From there, I went to Asmara to consult with President Afwerki and all the Darfur groups the Sudan Liberation Movement (SLM) and the Justice and Equality Movement (JEM), as well as with the Beja Congress and the Rashaida Free Lions of eastern Sudan.

My delegation commends the Government of the Sudan and the Sudanese People's Liberation Movement for their commitment to that historic accord meant to bring lasting peace to the country.

As stated in my report on Darfur dated 11 August 2005 (S 2005 523), the Government of the Sudan, the Sudan Liberation Movement Army (SLM A) and the Justice and Equality Movement (JEM) adopted a Declaration of Principles at Abuja on 5 July 2005.

(h) In particular the Sudan People's Liberation Army Movement, to stop using civilian premises for military purposes, misappropriating humanitarian assistance and diverting relief supplies, including food, from their civilian recipients

In eastern Africa, the conclusion of a peace agreement between the Government of the Sudan and the Sudan People's Liberation Movement has opened the door to significant levels of return.

While some progress was made at the sixth round of talks, considerable time was lost in efforts to help resolve the internal leadership struggle within the Sudan Liberation Movement (SLM).

Liberation, and more importantly all the work that comes after liberation.

(e) To stop immediately the use of civilian premises for military purposes, in particular by the Sudan People's Liberation Army Movement, particularly sites that usually have a significant presence of children
