(e) Deployment of fewer than projected vehicles resulting in lower costs for petrol, oil and lubricants

Upon request, the Advisory Committee was informed that MINURSO had changed its procedures for budgeting and reporting expenditures for generator petrol, oil and lubricants in 2003 04, moving from a combined entry under utilities to a separate entry under petrol, oil and lubricants.

Large quantities of sulphur dioxide are emitted in the air because lubricants are in use for heating.

The unspent balance was due primarily to lower requirements than budgeted for spare parts, petrol, oil and lubricants and liability insurance.

Owing to the downsizing of the force, UNAMSIL required only 9,609 flying hours, with related reduced requirements for petrol, oil, lubricants and liability insurance charges.

Provision for naval transportation is made for the acquisitions of three patrol boats to be used by civilian police, liability insurance and spare parts, as well as for petrol, oil and lubricants.

The increase was attributable to increases in the cost of petrol, oil and lubricants, the acquisition of closed circuit television and metal detectors to strengthen security and safety, and additional air transportation requirements.

For the needs of the programme, special leaflets have been printed in 3 languages (Greek, Albanian and Bulgarian) and are distributed together with condoms and lubricants as well as a monthly informational newsletter to prostitutes.

Reduced requirements for petrol, oil and lubricants and liability insurance were due mainly to the repatriation of some contingent owned vehicles, resulting from the downsizing of the Mission, and the delayed arrival of replacement vehicles.

The provision also reflects requirements for the rental of vehicles pending acquisition of new vehicles, repairs and maintenance, liability insurance, spare parts and petrol, oil and lubricants necessary for the operation and maintenance of all vehicles and 10 workshops throughout the Mission area.

In addition to the foregoing, actual requirements were lower for reimbursements to troop contributing countries for equipment provided under self sustainment and for petrol, oil and lubricants as a result of the downsizing of the military and a delay in the completion of hard wall accommodation for one contingent.

The unutilized balance is attributable primarily to lower requirements for the acquisition of prefabricated facilities and construction services owing to the increased use of existing permanent structures in Bujumbura and the regions and lower actual requirements for petrol, oil and lubricants as a result of the delayed deployment of generators to the mission area, the utilization of fewer generators with higher capacity and reliance on the local electricity supply.
