E. Maritime activities and revenue charcoal, fisheries and piracy

The Monitoring Group has been invited to give a presentation at a forthcoming IMO subregional seminar on piracy and armed robbery against ships and maritime security.

This section is responsible for all matters which fall within the scope of the special measures to enhance maritime security as well as piracy and armed robbery issue.

For example, all the 47 incidents of piracy reported for East Africa by the International Maritime Organization (IMO) from 1998 to June 2004 took place in Somali coastal waters.

Expressing concern once again at the continuing threat from piracy and armed robbery at sea, and in this context noting the letter from the Secretary General of the International Maritime Organization to the Secretary General of the United Nations drawing attention to the increasing number and seriousness of incidents of piracy and armed robbery at sea, A 55 311, annex.

Japan took the initiative in proposing that agreement, believing that it would strengthen regional cooperation among maritime security organizations to establish an information sharing system and a cooperative network dedicated to combating piracy and armed robbery at sea.

As a result, the sale or supply of used or new surface combat vessels by the Japan Coast Guard or even Japan Maritime Self Defense Force (JMSDF) to ASEAN countries, say, Malaysia, Indonesia or Singapore, to help them fight maritime terrorism and piracy more effectively will now likely be permitted. Supplying European countries as well ASEAN countries with JMSDF flying boats for sea rescue, patrol, and fire fighting will also now likely be approved.

This patchwork control of the Somali maritime environment has created or promoted three significant income generators for local administrations (a) the export from Somalia of, among other commodities, large commercial quantities of charcoal, (b) unrestrained foreign access to Somali marine resources and fisheries by foreign fishing vessels and (c) widespread piracy.
