We need a Marshall Plan for Africa.

The distance from Abraham Lincoln to a Lincoln penny, the Penny Marshall to the Marshall Plan to Plan 9 to nine lives it's all the same.

Unfortunately, I personally do not believe in the Marshall Plan.

One, because the benefits of the Marshall Plan have been overstated.

The G8 Summit proposes that the solution to Africa's problems should be a massive increase in aid, something akin to the Marshall Plan.
