The per capita emissions (expressed in tonnes CO2 equivalent, excluding LUCF) average 2.8 tonnes for the 122 non Annex I Parties.

Mexico accounted for some 53 tonnes of opium production in 1995, a decrease compared with the 60 tonnes reported for 1994.

28. Global seizures of cannabis resin increased steadily, from around 300 tonnes in 1981 to more than 1,050 tonnes in 1995.
