The emerging pattern of production may demand free mobility of labour with enhanced skills, knowledge and adaptive capabilities.

Given the level of job mobility and dislocation inherent in today's dynamic labour market, active labour market policies are essential to fostering the smooth reallocation of labour from declining industries to new and emerging ones.

Although labour mobility generally results in the redistribution of tasks and responsibilities, the impact of migration on household division of labour and gender relations varies significantly, depending on whether women or men are migrating.

Disruptive processes, such as risky and violent behaviour among youth, have emerged as obstacles in the labour market and as difficulties in achieving growth of social mobility.

In contrast, in high unemployment and slow growth environment, even if workers have accumulated knowledge and skills, there may be limited labour mobility and employment.

On this foundation and against a backdrop of labour mobility, the All China Women's Federation and ILO continue their work to prevent abductions and trafficking of women and children.
