The EU would invite non EU states to do likewise

Nowadays, when the EU concludes agreements with non EU countries, it includes all sorts of stiff requirements in areas like human rights, non proliferation, readmission of migrants, and terrorism. To countries on the receiving end, these conditions can seem like a subtle form of power politics, with Europe trying to impose its values on the world.

Citizens of the EU can move freely within the Union (Britain wants to stop this, too, though it is unlikely to succeed). But economic migration from non EU countries, under carefully managed conditions, is both legitimate and imperative.

In exchange, these countries should be helped financially and provided with other incentives for example, easier access to the EU for their citizens. Indeed, the EU should establish or expand programs that allow entry to non asylum seekers.

Through its joint action on combating the destabilizing accumulation and spread of small arms, the EU provides financial and technical assistance to countries, groups of countries and international and non governmental organizations that request such support.

This means that cooperation with non EU countries should not be to the detriment of solidarity and common rules within the EU. Consulting at an early stage would help manage misperceptions often fueled by reports in the media long before deals are concluded and thus strengthen convergence and unity among EU member states.

But the EU budget has already enabled an indirect form of leveraging the European Commission s use of implicit budget guarantees to raise capital on financial markets. These funds are used to provide financial assistance to non eurozone EU countries through the Medium Term Financial Assistance Facility, to eurozone countries through the now expired European Financial Stabilization Mechanism, and to partner third countries.

Free trade agreements with competition provisions have also been concluded by EFTA countries, Israel and Turkey with Eastern European non EU member countries, as well as within this latter group of countries the EFTA countries have also concluded free trade agreements with a large number of other countries, including some developing countries.

Many other EU countries appear to have similar laws.

The European Union has 25 member States, while the Schengen Agreement covers 13 EU and two non EU member States (see S 2005 83, para.

But, to do so, we will need to make EU institutions more efficient, with better regulation and a lower administrative burden. Common institutions are needed to ensure that all EU countries interests are protected, and to act as a bridge between eurozone and non eurozone member states.

The EU works with either non EU states, such as NATO members like Canada, Norway, and Turkey, or applicants for EU membership. The ESDP cooperates with the UN and other regional organizations, such as the African Union and ASEAN.

Europe has an international image problem that in part stems from a complex institutional structure that non EU countries find baffling. It is over represented at G 20 world summits, for instance, but the presence of four European national leaders, plus EU representatives like Barroso, weakens rather than strengthens its political weight.

One way to overcome the dilemma might be to articulate an institutional future in which there would be essentially just two types of countries within the EU and the single market those in the eurozone and those with national currencies. There would have to be two sets of EU institutions, one for the eurozone and another for non eurozone countries, although they would overlap.

By supporting to such a degree two new EU members that are not part of EMU, the EU countries have demonstrated a much greater commitment to mutual aid than was thinkable only a few years ago. And more is expected to come in November 2008, the Ecofin Council increased the ceiling for possible balance of payment loans to non EMU countries to 25 billion.

Other terms such as place of business or non transitory establishment also could create problems under EU law.

In this context the EU is deeply concerned that some non nuclear weapon States Parties to the Treaty do not always comply with their obligations regarding non proliferation.
