Overcrowding in prisons was an issue of concern for many speakers.

Prison overcrowding remains one of the great problems facing the prison administration.

The situation was often exacerbated by overcrowding and the spread of infectious diseases, including HIV AIDS, which required urgent attention.

Those include overstretched physical facilities, a high pupil to teacher ratio, overcrowding in schools, and the high cost of equipment for children with special needs.

(h) Take effective steps to improve physical conditions in prisons, reduce the existing overcrowding and properly guarantee the fundamental needs of all persons in custody

In addition, poor prison conditions, overcrowding and the spread of HIV AIDS in correctional facilities remains an important challenge in some countries of Eastern Europe.

In many African countries major efforts are required to reconstitute criminal justice institutions and to improve prison conditions, in particular overcrowding and the spread of HIV AIDS.

However, it remains concerned about a variety of problems, including shortage of schools and overcrowding material shortages in schools equality of access to education drop out of boys.

Criminal justice institutions require strengthening in almost all countries of the region, including by ensuring more effective oversight of policing and responding to the problem of prison overcrowding.

We still face the task of bridging the gaps in the provision of housing, water and basic sanitation, which have a negative impact on our people through overcrowding and the contamination of soil, food and water.

It was also suggested at the regional preparatory meetings that the Workshop should attempt to identify best practices in criminal justice reform, implementing restorative justice approaches, developing alternatives to imprisonment and solutions to the problem of prison overcrowding, and the implementation of United Nations standards and norms relating to children in conflict with the law and restorative justice.

It also reflects deep, long standing concerns about the effects of civilization urban overcrowding, sedentary lifestyles, unhealthy habits like tobacco and alcohol consumption, overeating, and stress. Moreover, we have come to believe that most diseases, including previously hopeless conditions, can be prevented, cured, ameliorated, or controlled by scientific medicine, and that even those patients unlikely to benefit have a right to medical care.
