Some of the places of detention are not officially recognized.

(j) Improve conditions in places of detention, ensuring that they conform to international minimum standards, adopt necessary measures to reduce the pre trial detention period and continue to address overcrowding in places of detention

All places of detention should be subject to regular independent inspection.

(a) Access to all prisons, detention centres and places of interrogation.

Special attention shall be given to archives of places of detention, in particular when such places did not exist officially.

The DOTS strategy was introduced nationwide in 1997, including places of detention.

The mortality rate among detainees has reportedly decreased in most places of detention.

The Government, however, continues to deny human rights officers access to certain places of detention.

(h) A system of regular visits to all places of detention (police custody, pre trial detention and post conviction imprisonment) should be put in place.

We have also allowed the International Committee of the Red Cross to operate in Nepal with full access to all places in Nepal, including places of detention.

36. Despite the above mentioned measures to improve conditions of detention, the High Commissioner remains concerned about the extreme overcrowding and poor conditions still noted in many places of detention, particularly in communal detention centres.

The first of those problems concerns effective access by NHRC monitors to places of detention throughout the country.

(c) Subject to paragraph 2 below, unrestricted access to all places of detention and their installations and facilities

Visited places of detention and prisons in many African countries and held exchanges with prisoners and prison authorities.

Moreover, the authorities continue to refuse the International Committee of the Red cross (ICRC) access to prisons and places of detention.

Officials from the Turkish Embassy in Tashkent had visited the applicants in their respective places of detention in October 2001.

All unofficial places of detention should be investigated by the Government and if proved to exist should be immediately closed.

The protocol would, inter alia, provide for visits to places of detention by an expert body entrusted with that function.

The State party should enforce the law requiring that access to places of detention be given to the Kenya Human Rights Commission.

223. With respect to allegations of widespread instances of incommunicado detention in East Timor, the Government noted that the ICRC had unrestricted access to places of detention and provided the replies to the individual cases summarized below.

Moreover, the allegations could not be true, because the ICRC had had unlimited access to places of detention in East Timor since 1979.

(g) Establish an independent body with a mandate to visit and or supervise places of detention without prior notice, and allow impartial and NGOs to make visits to prisons and places where the authorities keep detainees

The Special Rapporteur was informed that judicial magistrates are supposed to make regular visits to places of detention to ensure humane conditions and treatment of detainees.

(j) Allow independent human rights monitors, including the Uganda Human Rights Commission, full access to all official and non official places of detention, without notice

A human rights Ombudsman had been appointed and strict controls had been established to prevent torture and ill treatment in places of pre trial detention.

(a) To receive the Subcommittee on Prevention in their territory and grant it access to the places of detention as defined in article 4 of the present Protocol

(16) The Committee is concerned at the overcrowding and general conditions of places of detention, particularly with regard to sanitation and access to health care and adequate food.

This should include full and unhindered access, without prior notice, to all places of detention, which is recognized internationally as vital to any effective human rights monitoring.

The Special Rapporteur recommends that that freedom of religion receive more emphasis in the training of personnel of detention facilities and other places where people are deprived of their liberty.

Most of them are said to have been detained initially in the National Intelligence Documentation Service at Bujumbura and then transferred to other places of detention outside the capital.

It's noteworthy that the police will place riders of motorcycles and electric bikes who gather at bus stations, subway entrances and other public places to wait for, pick up and attract passengers under administrative detention without exception on charges of disturbing order at public places.

The National Observatory for Human Rights has conceded in its annual report for 1996 that places of detention exist which are outside the control legally stipulated by law.

The representative of South Africa expressed the view, supported by the representatives of Canada and Italy, that it was an affirmation of State sovereignty to allow visits to places of detention.
