During its twenty ninth meeting, the Inter Agency Procurement Working Group (IAPWG), of which UNFPA is an active member, considered the JIU draft report on procurement practices.

UNDP believes that the formal aspects of reporting on procurement activities and the professional exchange of procurement experiences and best practices are currently within the mandate of IAPWG (recommendation 7).

In reporting such practices in his 2000 report on procurement reform, the Secretary General noted that only UNESCO and UNHCR practise some form of preferential treatment in their procurement activities.

The report's 10 recommendations therefore focused on enhancing the productivity of procurement services, through measures such as benchmarking practices increased training of procurement staff strengthening of common procurement services for co located organizations, especially in New York, Geneva, Vienna, Nairobi and field duty stations and the introduction of electronic procurement methods or e procurement.

This document will also contribute to the implementation of the Global Compact principles in United Nations procurement practices by addressing the issue of corporate social responsibility, environmental and sustainable procurement and corruption.

After that, the Inspector visited most of the organizations to obtain more specific information concerning their procurement policies and practices.

These benefits should be the subject of an evaluation, including findings on procurement performance benchmarks and other best practices resulting from procurement reforms at United Nations Headquarters and other duty stations as appropriate.

Information provided by the organizations on the topic of e procurement (meaning basically the use of ICT systems and tools to conduct the procurement function either partially or fully throughout the cycle), indicates some differences within the United Nations system in current e procurement practices and in the state of progress accomplished thus far.

It would provide energetic leadership and a frame of reference for rational integration of procurement services and practices at other duty stations, especially in the field.

In reviewing the state of procurement services and practices in the United Nations system, the Inspector finds that the procurement function has evolved over the past ten years from a relatively obscure administrative activity to a financially high profile and high risk function.

A total of 139 programme countries reported on the use of best practices, Southern institutions, expert advisory services and the procurement of goods and services from developing countries.

The Group supported the recommendations aimed at ensuring the independence of personnel involved in procurement activities, fully implementing the code of ethics, sharing best practices among United Nations entities, evaluating the performance of suppliers, improving training of staff, increasing the vendor database and avoiding delays in procurement.

The Working Group requested the Secretariat to review the relevant practices under domestic procurement regimes and present the results of such a review for its consideration at a future session.

IAPWG should adopt, approve and implement the concept of lead agency and promote a division of labour among the organizations, aimed at further rationalization of procurement practices by its members.

An additional benefit of a merger of the two would be to combine their respective strengths and initiate a process of rationalizing procurement services and practices of the common system.

Requests the Secretary General to encourage all the organizations of the United Nations system, consistent with their respective mandates, to further improve their procurement practices, inter alia, by participating in the United Nations Global Marketplace with a view to creating one common United Nations global procurement web site

The JIU report presents a system wide analysis of the status of procurement services and practices within the organizations of the United Nations system, with a focus on the strategic issues that are most likely to influence the cost effectiveness and reform of the procurement process in that system.

Following upon the recommendations of a 1994 report by the High Level Group of Experts on Procurement, which conducted an in depth review of procurement practices of the United Nations, the Organization has pursued intensive procurement reform almost on a continuous basis over the past ten years, under the close guidance of the General Assembly and the Advisory Committee on Administrative and Budgetary Questions (ACABQ).

Requests the Secretary General to continue to encourage all the organizations of the United Nations system, consistent with their respective mandates, to further improve their procurement practices, inter alia, by participating in the United Nations Global Marketplace with a view to creating one common United Nations global procurement website
