Monitoring of the radiation status of the environment and ensuring radiation safety

This law conforms to the International Basic Safety Standards for Protection against Ionizing Radiation and for the Safety of Radiation Sources issued by IAEA.

Its radiation risk assessments provide the scientific foundation used by the International Commission on Radiological Protection in developing its recommendations for radiation protection and by the International Atomic Energy Agency in formulating its Basic Safety Standards for the protection of people and the safety of radiation sources.

Various steps are being taken to strengthen all aspects of radiation safety. In January 1998 a law was adopted on radiation safety for the population. This law sets out the rights and obligations of citizens subjected to radiation for medical purposes, as well as the rights and obligations of citizens exposed to radon, a natural source of radiation.

The most recent ICRP recommendations on radiation safety are incorporated in the IAEA International Basic Standards for Protection against Ionizing Radiation and for the Safety of Radiation Sources, which have been approved by the International Labour Organization, FAO, WHO, IAEA, PAHO and the Nuclear Energy Agency of OECD.

The Subcommittee noted the statement made by the representative of IAEA stating that the Principles should be reviewed in view of the most recent International Commission on Radiological Protection (ICRP) recommendations on radiation safety incorporated into the IAEA International Basic Standards for Protection against Ionizing Radiation and for the Safety of Radiation Sources, published by IAEA as Safety Series No. 115.

Such assessments provide the scientific foundation used by the International Commission on Radiological Protection in developing its recommendations on radiation protection and by the relevant agencies within the United Nations system in formulating the International Basic Safety Standards for Protection against Ionizing Radiation and for the Safety of Radiation Sources.

The Agency's radiation safety infrastructure appraisal mechanism was expanded in 2004 to encompass nuclear security aspects.

For example, the Committee s estimates have served as the basis for the International Basic Safety Standards for Protection against Ionizing Radiation and for the Safety of Radiation Sources, which were approved by the IAEA Board of Governors in September 1994.b

Committee reports have provided valuable contributions to understanding the mechanisms of the health effects of ionizing radiation, developing basic safety standards, and improving the use of ionizing radiation in medicine and promoting radiation protection programmes at national and international levels.

Australia has also taken the decision to restructure its radiation protection and nuclear safety agencies into an integrated body, a national radiation protection and nuclear safety agency, to regulate for best safety practice in Australia. Another essential component of the non proliferation regime is the system of nuclear export controls, such as those applied by the Nuclear Suppliers Group.

Comprehensive scientific reports are submitted to the General Assembly at intervals of several years and serve as a basis for the development of international radiation safety standards, promotion of scientific knowledge on the health effects of ionizing radiation, evaluation of radiation risks and planning of research.

Space safety standards of radioisotope and reactor NPS should be based on the most recent IAEA source texts and on the recommendations of the International Commission on Radiological Protection, taking into account national standards and rules, such as the radiation safety standards (MRV 99) or the basic radiation safety sanitary rules (OSPORB 99) currently in force in the Russian Federation.

23. Belarus was interested in expanding contacts with the Scientific Committee, particularly in the preparation of new international radiation protection safety standards.

International cooperation on health care issues, social and radiation protection, health and safety measures at work, and making use of global experience in such matters.

In the first years after the accident, WHO, jointly with other international organizations (the Food and Agriculture Organization of the United Nations, IAEA, the International Labour Organization, the Organisation for Economic Cooperation and Development Nuclear Energy Agency, and the Pan American Health Organization), initiated the development of International Basic Safety Standards for protection against ionizing radiation and for the safety of radiation sources.

IAEA is specifically authorized under the terms of its statute to establish standards of safety for the protection of health and minimization of danger to life, in consultation with organizations within the United Nations system, to provide basic requirements for protection against the risks associated with exposure to ionizing radiation and for the safety of radiation sources which may lead to such exposure.

In this connection, a joint secretariat of ILO, FAO, WHO, IAEA, the Organisation for Economic Co operation and Development and the Pan American Health Organization followed the most recent recommendations of the International Commission on Radiological Protection in preparing the new International Basic Safety Standards for Protection against Ionizing Radiation and for the Safety of Radiation Sources, which would be applicable also for sources in outer space.

c) item 15 (p. 10) The Slovene administrative authority in the area of nuclear substances inventory records is the Slovene Nuclear Safety Administration pursuant to Article 138 of the Ionising Radiation Protection and Nuclear Safety Act both the Ministry of the Interior and the Nuclear Safety Administration are in charge of physical protection.

International assistance falls into five main categories (a) community based development (b) infrastructure (c) health care and healthy lifestyles (d) radiation mitigation and standard setting and (e) reactor safety.

The Law on Protection of Ionizing Radiation and Radiation Security was adopted in 1999.

In its technical cooperation projects in the area of radiation and tissue banking, which involved teaching and training courses and the production of a code of practice for radiation sterilization, the agency also refers to WHO, which is primarily charged with ethical and safety issues concerning tissue banking.
