In 2004, the illicit crop monitoring programme expanded its collaboration with outside institutions to improve illicit crop monitoring survey methodology and take advantage of advances in remote sensing technology through an agreement with the University of Natural Resources and Applied Sciences, Vienna, initially focusing on Colombia and Myanmar.

It was concluded that the use of facility and environmental monitoring would benefit from being supplemented by the use of other remote monitoring techniques and that the objectives of any verification exercise were more likely to be achievable if the monitoring was reinforced by procedures such as routine and challenge inspections that themselves would deploy a range of the technologies available.

Through panel discussions, the Workshop developed general principles on how developing countries could use space technologies, including remote sensing and space communications systems for health care, environmental monitoring and economic and social development.
