Section II of the report of the Secretary General contained in document A 60 342 focuses on the contribution made by the Department of Management to the improvement of management practices in central support services, human resources management and budgetary and financial management during the period from January 2003 through June 2005.

An audit report was not a management scorecard. Rather, it acted as an early warning system that identified and assessed potential risks.
