The released extrabudgetary resources of UNEP and UN Habitat have been reprogrammed for their substantive activities.

They discovered that adult cells, taken from you and me, could be reprogrammed back into embryonic like cells, which they termed IPS cells, or induced pluripotent stem cells.

8. The IMIS project, which was estimated in December 1988 to cost 28 million, was reprogrammed and rebudgeted in 1994 and the estimate was revised to 76 million the expected date for implementing the system at Headquarters slipped from January 1994 to after July 1998 (see para. 25).

The figures in the annex show that of the 590 outputs carried over, 39 per cent were implemented as originally programmed, whereas 22 per cent were reprogrammed in the programme budget for the biennium 1996 1997, and some 57 outputs, consisting mainly of published materials, were further postponed.

The 6,040,500 special purpose reserve has therefore been transferred back into the special purpose fund to increase its programmable resources as special purpose funds, by definition, cover specific project activities, which, once completed, require any remaining funds to be either returned or reprogrammed in line with donor wishes.

The estimates were revised to 34.39 million and 47.88 million in the programme budgets for the bienniums 1992 1993 and 1994 1995 respectively. However, in 1994 the project was reprogrammed and rebudgeted, and is expected to cost 75.97 million, against which 55.85 million had been spent as at 31 October 1997.

More than four decades later, in 2006, Yamanaka discovered a way to trick complex adult cells in mice into regressing to their immature state, forming stem cells. Before this, stem cells which can potentially be reprogrammed to develop into replacements for lost or damaged tissue could be taken only from early stage embryos, a practice that fueled ethical controversy.
