Within existing participatory reviews of national AIDS programmes, UNAIDS assist national AIDS coordinating authorities to lead participatory reviews of the performance of multilateral institutions, international partners and national stakeholders that build upon existing OECD DAC standards and criteria for alignment and harmonization.

The reviews have resulted in proposed amendments to existing legislation in Nepal, with a new bill tabled in Parliament.

Existing resources are just sufficient to complete the mandated evaluations and triennial reviews, with little room for qualitative or quantitative enhancements of the function.

The report will also examine whether reviews should be undertaken of existing oversight bodies (the Office of Internal Oversight Services, the Advisory Committee on Administrative and Budgetary Questions (ACABQ), the International Civil Service Commission (ICSC), the JIU and the Board of Auditors) and, if so, who should be empowered to undertake such reviews.

Periodic reviews and analysis of the performance data, client surveys conducted at regular intervals within the existing capacity, and real time feedback mechanisms on specific services provide a basis for the internal evaluation.
