Safeguards and verification

We are now applying integrated safeguards in multiple countries, including Japan and Canada, the two largest nuclear programmes under safeguards.

In that regard, we recall the creation of the Committee on Safeguards and Verification aimed at strengthening the safeguards system.

With regard to verification and safeguards, the IAEA no doubt has a primary role to play in completing the conceptual framework for integrated safeguards.

Lithuania is subject to IAEA and EURATOM safeguards.

The universal adoption and implementation of comprehensive safeguards agreements, and of Additional Protocols to them, is a prerequisite to an effective and credible safeguards system.

The Republic of Belarus is a staunch supporter of strengthening the safeguards regime and strictly honours its international obligations under the NPT and its safeguards agreement.

Currently, 44 States parties to NPT had still not signed safeguards agreements.

The Conference encourages strong political and financial support for the rigorous implementation of IAEA safeguards and calls upon all states to provide the IAEA with credible information relevant to compliance with safeguards obligations.

This process was furthered by the ratification of the IAEA Safeguards Agreement in 1973 and ultimately further accomplished by the signature of the Additional Protocol to its Safeguards Agreement in 18 December 2003.

Australia and other countries were of the view that the additional protocol, together with a comprehensive safeguards agreement, was now the safeguards standard required of non nuclear weapon States under article III, paragraph 1.

These practices apparently take place without judicial oversight or any other legal safeguards.
