During the period under review, the Global Campaign for Secure Tenure was successfully launched in five countries in West Africa and Latin America and the Caribbean.

The norms of good urban governance and secure tenure have also been disseminated through various publications and documents produced in collaboration with other UN Habitat units.

During the same period, unemployment stood at an average of 85 per cent, with only 26 per cent of the population having secure access to clean water and a mere 24 per cent having access to secure land tenure.

Since their launching in 2000, the global campaigns on urban governance and secure tenure have (a) provided the framework for several UN Habitat activities, such as the global programmes and technical cooperation activities (b) raised awareness of the norms of good urban governance and secure tenure and (c) led to changes at the policy and institutional levels in the countries in which they were launched.

Secure tenure has been considered an important precondition for residents of slums and informal settlements to have safe shelter and a safe living and working environment without fear of forced eviction.

UN Habitat research priorities address the following issues slums and urban poverty, secure tenure, market eviction and gentrification, rental housing within slums and the implications for slum upgrading, housing rights, and natural disasters or conflict, as well as gender equality in housing access.

Topics for recent exploration have included land law, land tenure, women's security of tenure, local government training needs, city environmental profiles, best practices and safer cities, as well as information management.

Over the past four years, campaigns have been launched in 10 countries, and joint activities between the Urban Development Branch, responsible for the Global Campaign on Urban Governance, and the Shelter Branch, responsible for the Global Campaign for Secure Tenure, were conducted in five of them.

Direct interventions to advance gender equality include increasing primary school completion and secondary school access for girls, ensuring secure tenure of property to women, ensuring access to sexual and reproductive health services, promoting equal access to labour markets, providing the opportunity for greater representation in government decision making bodies and protecting women from violence.

Recognizing that the overall thrust of the new strategic vision of UN Habitat and its emphasis on the two global campaigns on secure tenure and urban governance are strategic points of entry for the effective implementation of the Habitat Agenda, especially for guiding international cooperation in respect of adequate shelter for all and sustainable human settlements development,

Now more than ever, it will be crucial to advance a normative agenda through the Global Campaign for Secure Tenure and the Global Campaign on Urban Governance, to offer practical policy alternatives supported through peer exchange and the exchange of lessons learned from best practice and to back advocacy with technical assistance that ensures investment follow through.
