The clearing of mines in the buffer zone continued during the reporting period.

It also encourages and facilitates the resumption of farming in the buffer zone.

UNFICYP supported civilian projects in the buffer zone, in particular farming activities and infrastructure improvements.

In addition, daily humanitarian patrols in and around the buffer zone account for at least 250 person hours and 2,000 kilometres per month, during which UNFICYP contingent personnel visit economic and farming concerns in the buffer zone.

Provision is also made for the acquisition of 8 additional hand held binoculars to enhance patrol capabilities, for surveillance of demonstrators, to assist in locating intruders in the buffer zone and for the close scrutiny of inaccessible areas of the buffer zone ( 800).

The events in Louroujina began in mid August when Turkish Forces placed construction materials inside the buffer zone.

Turkish Forces nevertheless placed a sign inside the buffer zone and proceeded with the construction of the checkpoint.

Provision for petrol, oil and lubricants in the area north of the buffer zone is estimated at 100,200.

Provision for petrol, oil and lubricants in the area south of the buffer zone is estimated at 262,000.

The coastal environment functioned as a buffer zone and interface between land and the open oceans and required heavily integrated coastal zone management to achieve sustainable development.

Farming and other economic activities, such as quarries and small industries operating in the buffer zone, are allowed, provided that ownership is proven and that the activities present no security threat.

The patrol track is located in the buffer zone and extends 180 kilometres from east to west across the island.

UNFICYP keeps the ceasefire lines and the buffer zone under constant surveillance through a system of observation posts and patrols and maintains a patrol track that runs the length of the buffer zone and is used for surveillance, monitoring of agricultural activities, resupply of observation posts and rapid reaction to any incident.

During the reporting period, UNFICYP facilitated 52 bi communal meetings in which about 2,000 people from both sides of the buffer zone participated.

On 5 August, UNFICYP secured an agreement to begin the clearing of Turkish Forces minefields in Nicosia and surrounding areas within the buffer zone.

Those arrangements are to remain in place pending the completion of the road construction project within the buffer zone funded by the European Union.

In the area south of the buffer zone, the cost of diesel is 0.218 per litre and cost of petrol is 0.430 per litre.

In the area north of the buffer zone, the cost of diesel averages 0.32 per litre and the cost of petrol is 0.46 per litre.

The Mission is required to carry out continual observation of the buffer zone 24 hours a day, either by patrolling or from static observation posts.

The materials were moved following a protest by UNFICYP, but the Turkish Forces then proceeded to construct a new checkpoint immediately adjacent to the buffer zone.

As a result, the events took place with only minor incidents. 17. Greek Cypriot hunters frequently entered the buffer zone illegally during the hunting season. On one occasion, a shotgun was discharged in the direction of UNFICYP personnel on two other occasions, UNFICYP personnel were assaulted by Greek Cypriot civilians inside the buffer zone. These incidents were protested to the appropriate authorities.

On 31 August, a United Nations patrol encountered a company size Turkish Forces patrol inside the buffer zone in the same area and asked them to leave.

The situation in Louroujina remained static until 1 November, when a Greek Cypriot civilian entered the buffer zone and removed a Turkish flag from the same checkpoint.

Another agreement was reached in September on the establishment in the buffer zone of an anthropological laboratory, where the remains collected on both sides will be stored.

The first stage of the project, covering 33.1 kilometres in the United Nations buffer zone between the villages of Kokkinotrimithia and Lefka, was completed in November 1996.
