Bulgaria had contributed towards counter measures by establishing an effective national export control system, by participating in all multilateral export control regimes and by joining the Proliferation Security Initiative.

We participate in key multilateral export control co ordination events, and work with the multilateral export control regimes (NSG, MTCR, HCOC, Australia Group and Wassenaar Arrangement) in supporting their outreach activities and in encouraging non members to adopt the export controls of their regime.

This act supplements Israel's export control legislation on missiles and related material as an adherent to the Missile Technology Control Regime.

A national export control system provides for effective procedures for licensing imports and exports.

Our country is taking steps to reinforce and improve the national export control system.

As export and outsourcing opportunities increasingly depend on satisfying security regulations in export destinations, undemanding domestic regulation hinders technology or the outsourcing of export development.

Regarding the implementation of recommendation 9, on control over the export and transit of small arms and light weapons, the Security Council continued to encourage States that have not yet done so to establish the necessary legislative or other measures, including the use of authenticated end user certificates, to ensure effective control over the export and transit of small arms and light weapons.

It not only supported the implementation of Security Council resolution 1540 (2004) but also cooperated fully with other friendly countries in opposing nuclear proliferation and illicit trafficking and improving export control capacities.

In Austria's view, an effective export control system facilitates cooperation for peaceful purposes in the nuclear field.

The United Kingdom has made significant progress in its bilateral export control Outreach programme in recent years.

It has incorporated into its national legislation the export directives and control lists issued by these bodies.

In that regard, Spain was particularly interested in export control arrangements, such as the Nuclear Suppliers Group.

International export control regimes played an important role in the promotion of disarmament and nuclear non proliferation goals.

In addition, last year Israel adopted the Export and Import Order (control over chemical, biological and nuclear exports).

Switzerland complies with the most recent international rules on control of the export and on the security of materials which are dangerous and or critical from the standpoint of the proliferation of weapons of mass destruction

The Group also agreed to continue engaging non participants, particularly in the Asia Pacific region, the western Balkans and key transshipment countries, to promote more robust export control standards, as required under Security Council resolution 1540 (2004).

Such steps would include export control, arms and arms brokers licensing systems and measures to criminalize arms embargo violations.

For its part, Israel adopted last year an export and import control order designed to consolidate and further regulate control over exports of a chemical, biological and nuclear nature.

By that action, in addition to its unilateral adherence to the Missile Technology Control Regime guidelines since 1991, Israel is, de facto, in compliance with the different export control regimes.

The UK national statutory Licensing Authority is the Export Control Organisation (ECO), part of the Department of Trade and Industry.

This includes offering guidance and training on legal regulatory matters and offering assistance in the drafting of export control legislation.

It is also enforced by the activity of the International Atomic Energy Agency as well as the export control regimes.

STADA EXPORTAÇÃO (electronic treatment of export declaration) This system will permit to produce the electronic report recommended by WCO in order to promote the supply chain security and, at same time, an automatic selection of goods for physical control.

Decision 8 04 is designed to stop the circumvention of sanctions adopted by the Security Council, as well as to minimize the risk of diversion of small arms and light weapons into illegal markets and reinforce their export control.

It actively participated in and strictly abided by all major multilateral export control regimes, which it considered should be further enhanced.

In addition, regulatory procedures and measures have been adopted the objective of which is to control the import and export of firearms and issue licences through customs and security, provided that the weapons or their owners meet certain specifications and criteria.

We have set up a comprehensive legal and management system on export controls. Our relevant principles and practices are basically identical to international practices. We have been actively developing relations with multinational export control mechanism.

(e) Switzerland is a member of the export control bodies for weapons of mass destruction, i.e. the Nuclear Suppliers Group, the Zangger Committee, the Australia Group and the Missile Technology Control Regime.
