But they are energetic, mobilized, and experienced fighters. These people increasingly identify themselves with the global jihad, and have forged firm links with Muslim radicals in the Middle East, Southern Asia and Europe.

The euro was in serious trouble, buffeted by rumors of imminent banking collapses. Bond yields in southern Europe were rising, and a pervasive sense of apprehension and fear cloaked governments in European capitals.

The Coalition's regional or national representatives have been active in Antarctic Treaty States in the Americas, Australasia, Europe and Southern Africa and in India, the Republic of Korea, the Russian Federation and Ukraine.

Of course, this may not be the breaking point beyond which the debt burden becomes unsustainable. After all, interest rates in Southern Europe were well above 10 in the decade before the euro was introduced.

On all fronts, there has not been much progress. There is certainly plenty of frustration about the implementation of austerity, and no real indication of the long term sustainability of reform efforts in southern Europe.

First, there is the migrant crisis in southern Europe, a threat more diffuse but no less dangerous and challenging than Russia s invasion of Ukraine. According to the International Organization for Migration, as of July, some 150,000 migrants had reached Europe by sea this year, double the number during the same period in 2014.

Inevitably, the Brady Plan looks like a good model for southern Europe. Why not avoid seven years of misery, and begin some similar rescue operation now that could lead to a return to economic vigor and dynamism?

In the short run, spending flexibility is appropriate only if medium and long term measures are in place. That compromise between Germany and Southern Europe, and between US Republicans and Democrats should be economically and politically feasible.
