4.5 As to the author apos s allegations concerning the summing up of the judge and the directions to the jury, the State party points out that those issues are matters which may properly be argued as grounds of appeal.

That would not be possible, and I believe that it would also be inappropriate if, in summing up as Chairman of this high level segment, I were to attempt in any way to set an agenda or create fixed positions.

75. At the thirty ninth session of COPUOS there had been a lively discussion of UNISPACE III. His delegation welcomed the proposal to hold such a conference for the purpose of summing up the implementation of the programmes for the utilization of outer space and of the recommendations of UNISPACE II, which had been held in 1982, with a view to formulating new objectives and measures for the twenty first century.
