In addition, the USGS has been involved in planning for unpiloted missions NASA proposes to send to Mars, including Pathfinder (a lander with a small rover projected for 1996 97), at least two orbiters named Mars Global Surveyor, and a series of Mars Surveyor landers.

Survey personnel also helped plan for Surveyor orbiter and lander missions projected to take place between 1998 and 2005.

A surveyor with traditional survey tools would be hard pressed to produce maybe 500 points in a whole day.

The Commission accordingly moved on to the demarcation phase of its activity, having already appointed a Chief Surveyor and a Special Consultant and opened Field Offices.

The names and contact details of the Liaison and Deputy Liaison Representatives shall be forwarded without delay to the Secretary, the Special Consultant and the Chief Surveyor.

B Any other matter of disagreement shall, after notice by the Liaison Representative or Liaison Officer of the Parties to the Special Consultant or Chief Surveyor, be discussed between them.

B Having considered any such comments, the Special Consultant with the assistance of the Chief Surveyor and in consultation with the Secretary, shall then prepare the factual report referred to in paragraph 14 E, below.

43. Cost appraisals by the quantity surveyor indicated that the adjustments for the final account would result in the following estimated aggregated extras to the revised contract sum of ECU 54,981,053 (in accordance with amendments referred in paragraph 11) for

France provided the system installed aboard the orbiter, which relayed the data obtained from smaller stations placed on the surface of Mars, together with a second relay placed on the American satellite Mars Global Surveyor launched at the beginning of November.

9. Other project costs related to supervision (architect engineer, quantity surveyor) are in the process of review for payment. As concerns the contract for the installation of the telephone system, this project is in the acceptability and system testing stage until the end of November 1997.

42. In September 1996, although the quantity surveyor apos s verification of the contractor apos s submissions had not been fully completed, from the partial checks carried out it was evident that an approved final account for the value of works would be between ECU 62 and 66 million.

The Subcommittee noted missions planned for future launch, including Mars 96, Planet B, Mars Surveyor, Orbiter and Pathfinder, for investigation of Mars Lunar Prospector for lunar exploration Cassini Huygens, for investigation of Saturn and its moons and the Near Earth Asteroid Rendezvous (NEAR), Stardust and Rosetta missions to asteroids and comets.

The work will be done by the Secretary and his representatives who are members of the United Nations Cartographic Unit (see Article 4, para. 7 of the Peace Agreement), the Special Consultant of the Commission ( the Special Consultant ), the Chief Surveyor and any other persons appointed or employed for this purpose by or under the authority of the Commission.

A Any disagreement by a Party with the location of the emplacement of a pillar on the ground, and the reasons thereafter, shall be notified by its Liaison Representative in writing to the Special Consultant and the Chief Surveyor, with a copy to the other Party's Liaison Representative, within 24 hours of being informed of the intended specific location.

53. The final settlement agreement included ECU 2.2 million for these financial claims, which took into consideration the recommendation made by the quantity surveyor for services provided by the contractor that were deemed reasonable and for which the United Nations received value, as well as administrative costs from delays entitling the contractor to further extension of time.

The Subcommittee noted the following investigations by the United States the Mars Global Surveyor, for the global observation of Mars, and the Mars Pathfinder Mission the Near Earth Asteroid Rendezvous (NEAR) mission, for the study and observation of asteroids Cassini Huygens, for the investigation of Saturn and its moons and the Lunar Prospector, for lunar exploration.

19. During 1995, visits to the site were undertaken by independent experts who, in conjunction with the United Nations and the consultants (architect engineer and quantity surveyor) for the project, reviewed the contractor apos s time delay claims. In addition, the revised programmes for completion of construction as well as procedures for testing and handing over were reviewed to ensure completion by the revised date without further delays.

54. Excluded from the quantity surveyor apos s estimated ECU 62 66 million final account referred to in paragraph 42 were the costs of some acoustical and sound insulation works which had been carried out by the contractor, although not originally included in the contract. These related mainly to additional insulation of walls, floors and ceilings in the mechanical rooms which further guaranteed the acoustic properties of the conference areas.
