In the area of economic development, the United Nations Conference on Trade and Development (UNCTAD) continued to provide the Palestinian Authority and civil society with a range of technical assistance, advisory services and capacity building projects, covering areas such as customs administration and automation, development strategies, trade policy, investment retention, public debt management and trade facilitation.

Examples of policy activities include, inter alia, forest law enforcement, certification, market access, development of guidelines, ex post evaluation, studies on market conditions, status of tropical forest management, community forest management, tenure rights, further processing of tropical timber , trade of non timber forest products and ecosystem services.

Because aid for trade assistance for developing countries that aims to ease their trade related constraints takes the form of financial support, a practical issue is whether donors can maintain their level of funding, given today s economic difficulties. Moreover, an intrinsic and often neglected problem is how to divide management of aid and trade schemes among international and domestic institutions.

(c) Provide technical assistance and capacity building activities in the area of transport and trade facilitation, including on the use of automated systems to improve international trade and transport management. Special attention should be paid to the improvement of transit arrangements for the landlocked and transit developing countries

Finally, public policies aimed at strengthening the rule of law, promoting trade, and achieving sound macroeconomic management are essential to sustain growth, thereby ensuring the continuous upward mobility of lower income families.

The five management systems studied are core management functions found at all levels of government financial management, human resources management, capital and infrastructure management, information technology management, and managing for results.

24. Encourages States in their work with regional and subregional fisheries management organizations and arrangements to develop and implement vessel monitoring systems and, where appropriate and consistent with international law, trade monitoring schemes

During its high level segment, the Forum may wish to consider further the scope for advancing the issue of trade as an engine, both to promote sustainable forest management and to meet development objectives.

He said there are opportunities for sharing experiences and good practices and cooperating to minimize trade offs, for example for coastline protection and management technologies that can have positive or negative effects on biodiversity.

There is some evidence of better performance in early adopters all of whom created substantial structural reforms to serve as the foundation for more flexible management but these reforms also involve a trade off.

The World Trade Organization is now disseminating trade profiles of economies combining trade flows with trade policy information sourced from within the World Trade Organization and other organizations and OECD has developed a prototype on trade indicators (trade plus production, employment, investment, etc.) linking standardized information from various OECD databases to trade data.

Research by the World Bank suggests that every dollar of assistance provided to support trade facilitation reform in developing countries yields a return of up to 70 in economic benefits. When funds are directed at improving border management systems and procedures the very issues covered by the trade facilitation negotiations the impact is particularly significant.

This module will allow the Investment Management Service to perform an improved trade validation in order to ensure that, prior to settlement, all trades are validated and confirmed with the counterparty and that trading and settlement instructions are understood, that all daily purchases and sales are properly recorded and that trade status is monitored.

13. Invites international financial organizations, other donors and the United Nations Conference on Trade and Development to revisit the operational modalities of international commodity, as well as to consider finance and risk management facilities and programmes

In that regard, we should keep in mind the following official development assistance (ODA) the promotion of free trade and investment better and more sustainable debt management and the identification of innovative ways to finance development.

Cooperation between ASEAN and the United Nations should be enhanced, encompassing key issues related to development and particularly poverty eradication, prevention and control of infectious diseases, natural disaster management, transnational issues, trade and investment, and energy.

In doing so, particular attention will be paid to enhancing skills aimed at developing an analytical framework for strategic economic planning and management and formulating policies to deepen understanding of trade, regional integration and globalization issues.
