Training activities within both Tribunals have increased.

Among the most pressing issues has been the practice of establishing special courts or tribunals, including military tribunals, to try civilians suspected of terrorist crimes where those tribunals fail to meet minimum fair trial standards under international law.

The use of military tribunals to try a person accused of terrorist acts must meet all requirements of international humanitarian law for such tribunals.

Of the 103 Member States that still had unpaid assessed contributions to one or both tribunals, 12 had not paid any assessments for the tribunals since their inception.

The Tribunals therefore propose the introduction of a retention bonus.

Reflecting the disturbing failure of Member States to honour their commitments to the tribunals, as at 7 October 2005 no fewer than 112 Member States still had assessed contributions outstanding for one or both tribunals, and 10 Member States had made no contributions to the tribunals since their inception.

The cases at the ad hoc Tribunals are legally and factually very complex.

Then, we can consider the work of these Tribunals to have been completed.

In considering the prospects of the completion strategies of both Tribunals, Brazil understands that it is essential that the Tribunals continue to be able to rely on adequate resources and personnel to perform their functions.

It is apparent therefore that the work of the Tribunals, at a pace that is commensurate with meeting the completion targets, requires retention and continuity of the specialized staff that allows the Tribunals to function.

In this regard, the Committee draws attention to the external factors influencing the outcome of the work of the Tribunals and the potential risks they pose to the capacity of the Tribunals to achieve their objectives.

The successful implementation of the completion strategy of the Tribunals is of paramount importance.

It also covered topics such as the international tribunals and the International Criminal Court .

Failure to do so will certainly endanger the successful completion of the tribunals' work.

However, the decisions to establish and support such tribunals were primarily political and selective.

The Tribunals run massive multi accused trials that generate thousands of pages of documentation.

For my delegation, the completion of the work of these Tribunals cannot be measured in time, but rather when we have brought the last suspects to the Tribunals and when the victims feel that justice has been done.
