The UNDP Water Governance Programme and the World Bank's Water and Sanitation Programme are working together to develop rural and urban initiatives in water supply and sanitation.

312. The Water Supply Act is supplemented by executive orders governing water intake, water supplies, groundwater drilling, water quality, supervision of water supply facilities and expropriation for water supply facilities.

As concerns hydraulics and the improvement of basic social services, we have acted to ensure a reliable supply of drinking water in both rural and urban areas. In urban areas, 37 drinking water distribution centres were built from 1995 through 1997, and in rural areas 1,188 wells were drilled, resulting in one water supply system for every 580 inhabitants.

The areas of cooperation included standard setting and technical assistance to urban areas in such sectors as water supply and sanitation networks.

These networks discuss problems hampering effective delivery of services with government representatives and then produce joint workable solutions in areas such as water supply, sanitation, schools, power supply and urban transport.

Water supply and sanitation strategies aim to achieve 95 per cent urban coverage and 75 per cent rural coverage in the year 2000.

23. Government goals in the water sector are to increase access to safe water supply in the rural areas to 40 per cent by the year 2000 and in urban and peri urban areas to between 50 and 80 per cent by 2002.

In addition, the Asian Development Bank has introduced a new development grants facility to finance the rehabilitation of roads, urban water supply and sanitation.

35. Under the UNDP two year programme, 1,500 wells and 25,000 cubic metres of water supply structures and 20 kilometres of water supply pipes had been rehabilitated in rural areas as of mid 1997. Water access and sanitation improvements were ensured for an estimated 3 million people in urban areas.

Breaks in the drinking water supply are faced by 41.6 per cent of households (42.2 per cent in urban and 41.1 per cent in rural areas).

The targets in this area include support for the scaling up of adequately financed, locally determined programmes consisting of hygiene, sanitation and water supply interventions for poor rural and urban families community based hygiene improvement and water safety plans and strengthened sectoral plans, policies and budgets for hygiene, sanitation and water supply.

Indicators and best practices information will cover substantive areas of the Habitat Agenda, including shelter, health, transport, energy, water supply, sanitation, employment and other aspects of urban sustainability.

Aware that water was a factor for economic growth and of the need to improve water supply and sanitation services so as to improve the livelihoods of poor people, Mongolia had in 2004 amended its legislation on urban water supply and sewer networks in cities and settlements, in force since 2002, to streamline watershed basin management.

The problem of water supply and sanitation is particularly acute in dense urban areas, where construction has overtaken the rate at which the supply system and sanitation services can be installed economically and within the financial capacity of municipalities.
