Judge Van Den Wyngaert was elected as a permanent Judge of the Tribunal in the November 2004 elections while serving as an ad litem Judge.

As an act involving the security of the State, the case was referred to the Judicial Council in implementation of the relevant national legislation and on 21 February Judge Michel Abu Araj, Chief Judge of the Criminal Court, was appointed as the investigating Judge, replacing Judge Mezhar.

A member of the Court elected to replace a member whose term of office has not expired shall hold office for the remainder of his predecessor's term.

He concedes that the Regional Court judge who considered his case was not a substitute judge from the law firm in question but a full time judge.

Two judges of the Tribunal Judge Choon Ho Park of the Republic of Korea and Judge Dolliver Nelson of Grenada were re elected.

Of 175 judges of the courts of first instance there were 121 women, of 44 judges of the courts of second instance there were 27 women. 19 judges worked at the Supreme Court, of whom 3 were women.
