The poor human rights situation at the Guthrie rubber plantation has continued.

And that's, that's what Guthrie did right here, and I'm sure you all recognize the results.

In July, UNMIL and UNDP started registering ex combatants illegally occupying the Guthrie rubber plantation for reintegration opportunities.

Guthrie is a 22,000 hectare rubber plantation in the west of Liberia that has been occupied for more than two years by LURD ex combatants.

Some Liberians have expressed concern that there may still be weapon caches in some parts of the country, including Monrovia and the Guthrie rubber plantation.

Sinoe Rubber Plantation, Butaw Oil Palm Company and Blokonjlah Gold Fields in Sinoe County and Guthrie Rubber Plantation in Bomi County are a few such examples.

In Bomi County, ex combatants from the former LURD continued to occupy the Guthrie plantation illegally, warning that they were prepared to use violence to maintain control.

Organized groups of ex combatants with links to influential members of the former armed factions are also illegally occupying the Guthrie rubber plantation, located on the border of Bomi and Grand Cape Mount Counties.

In addition, the majority of ex combatants who were illegally occupying the Guthrie Rubber Plantation and the Butaw Oil Palm Corporation failed to register for reintegration programmes due to the lucrative nature of their illegal activities.

Similarly, the local authorities and human rights groups in Bomi and Cape Mount Counties expressed concern about the level of insecurity at the Guthrie plantation and surrounding villages, where ex fighters are believed to be armed.

These ex combatants will be encouraged to take advantage of the recently concluded management agreement between the Transitional Government and the Agro Resources Corporation, which aims to provide employment to an estimated 3,000 war affected Guthrie residents.

A conservative estimate of the value of Guthrie to the rebels if half of the plantation produces 1 ton of rubber per hectare per year and if rebels receive 400 per ton, then revenue may be more than 4 million per year.

For example, the illegal occupation of the Guthrie rubber plantation (in Cape Mount and Bomi Counties) and Sapo National Park (in Sinoe County) by ex combatants, while provoking many headlines, assessments and public condemnations, continues to undermine the transitional Government's authority and to a certain extent the credibility of UNMIL with respect to control of Liberia's territory.
