(b) Development of a model budget format referenced above

The annex to the present note follows the model budget format discussed above.

270. The permanent and temporary allowances described above are financed from the central budget.

As outlined above, the budget methodology has been modified by introducing volume adjustments for the revised budgets which align budget estimates with estimated expenditure.

The detailed presentation of project activities, referred to in paragraph 29 (b) above, would continue to include budget estimates, recosted together with the biennial budget.

Programme texts and budget estimates for 1999 for each of the above programmes are provided hereunder.

UNOPS attributes these project overruns to the reasons for overriding the Atlas budget check function, mentioned above.

The above mentioned statement of programme budget implications was not submitted to the Advisory Committee or the Fifth Committee for consideration.

In view of its comments above, the Advisory Committee recommends that the estimated budget requirement be reduced from 296,654,700 to 292,347,600.

Budget projections for 2005 point to continued strong total revenue performance, with an increase of 8.4 per cent above 2004 levels.

Given the above priorities, UNDP is proposing an investment of 4.0 million to support advocacy and outreach in the 2006 2007 budget.

The concern of ACABQ would already be met through the introduction of volume adjustments in the revised biennial budget as outlined above.

However, it expects the observations it has made in paragraph 10 above to be taken into account when preparing the next budget submission.

The Committee requests that the next budget submission for the Base contain information on the implementation of the above recommendation of the Board.

Consequently, a net additional provision of 2,405,600 is sought over and above the resources indicated in the proposed programme budget for the biennium 2006 2007, as supplementary programme budget proposals under the terms of financial regulations 2.8.

On the basis of the above, the SBSTA urged the SBI to give consideration to the indicative budget, reflecting priorities for methodological work, proposed in the following table in establishing a UNFCCC budget for the next biennium.

As mentioned in paragraph 14 above, UNHCR has started consultations with Member States on the possible move to a biennial programme and budget cycle.

In view of the comments in the above paragraphs, the Advisory Committee recommends that the estimated budget requirement be reduced from 22,027,700 to 21,939,900.

The biennial financial implications of the above recommendation for the United Nations proposed programme budget for the biennium 2006 2007 have been estimated at 975,300.

The Department of Peacekeeping Operations informed the Board that the above mentioned missions had submitted their portfolio of evidence as part of their budget performance reports.

As shown in table 5 above, approximately 57.8 per cent of regular budget established and temporary posts requested are in the General Service and related categories.

VI.26 As indicated in paragraph VI.24 above, the overall regular budget lump sum grant requested for 2006 2007 amounts to 67,305,200 ( 65,785,300 before recosting).

As a result of the above described procedures and excluding the impacts from exchange rate fluctuations in 2003, we noted minor overexpenditures within single budget lines.

As detailed in table 2 above, the proposed programme budget for the seven regional offices consists of 7,750,000 from regular resources and 82,000,000 in other resources.

The revised budget of 109,112,400 reflects an increase for recosting of 1,627,100 and a decrease for volume adjustments of 13,877,400, as mentioned in paragraph 15 above.

16. The three institutions would advise and support the GM in developing its operational strategy, work programme and budget through the facilitation committee (referred to above).

As regards external relations, other core budget requirements described in paragraph 63 above amount to USD 72,000 (USD 60,000 for travel and USD 12,000 for consultancies).
