In November 2003, still from the perspective of expanding rural women's access to land, the government presented the Second National Plan for Agrarian Reform.

Besides a broader view of the Agrarian Reform, the Plan also turns the access to land more democratic by decentralizing the land ownership structure.

It also stresses the right of women, regardless of marital status, to share redistributed land under agrarian reform programmes on equal terms with men.

It regards agrarian reform as the hope for a better quality of life for the majority of the people who live in the countryside.

In contrast, agrarian reform has been one of the major means of wealth creation and income redistribution in the newly industrialized countries of East Asia.
