It should be remembered that conducting judicial proceedings at the international level is a more complicated task than at the national level.

The task force is aware that the commitments made with respect to the right to development at the highest level of Government, including the commitment in the Millennium Declaration to making the right to development a reality for all, are not always referred to and acted upon at the level of daily responsibility for policy making and action relating to development partnerships.

Collaboration among the commissions as Task Force members has strengthened links between producers of statistics and users of statistics at the global, regional and country level, including Governments, United Nations statistical offices, relevant non governmental organizations and others.

Where national judiciaries that have the primary responsibility in this respect are not in a position to carry out that task for reasons of inability or unwillingness, the offenders have to be held accountable at the international level.
