The strengthening of Protocol II on landmines and the conclusion of Protocol IV on blinding laser weapons are commendable achievements and all States should already apply the new humanitarian principles contained therein before the entry into force of these instruments. Needless to say, the early entry into force of the said Protocols remains a priority.

The Review Conference of the Parties to the Convention, convened in Vienna from 25 September to 13 October 1995 and in Geneva in resumed sessions from 15 to 19 January and from 22 April to 3 May 1996, adopted the Protocol on Blinding Laser Weapons (Protocol IV) on 13 October 1995 and amended Protocol II on 3 May 1996.

Commends the Protocol on Blinding Laser Weapons (Protocol IV)2 to all States, with a view to achieving the widest possible adherence to this instrument at an early date and calls, in particular, upon the States parties to express their consent to be bound by the Protocol with a view to its entry into force as soon as possible
