The proportions of cannabis resin and cannabis seized reflect trafficking from different sources to some extent, with Europe importing a higher proportion of cannabis resin originating in northern Africa.

Cannabis resin and cannabis herb seizures made in 1994 are shown by region in figure 11.

In 1994, less than 2 tonnes of liquid cannabis, 1,457.5 tonnes of cannabis herb and 868.3 tonnes of cannabis resin were reported seized.

27. Morocco remains the world apos s largest producer of cannabis resin.

This is of note since cannabis resin is typically of higher THC content, per unit weight, than cannabis herb.

There is evidence suggesting that trafficking in cannabis resin has increased in recent years compared with trafficking in cannabis herb.

The pattern of cannabis seizures since 1980, shown in figure 10, suggests that, at the global level, cannabis resin has increased in importance relative to cannabis herb.

While trafficking in cannabis herb still dominates the global situation with regard to trafficking in cannabis, trafficking in cannabis resin has been increasing and indoor cannabis cultivation continues to increase in many developed countries.

Hashish refers to cannabis resin, while marijuana usually refers to the dried parts of the plant.

Reliable estimates of its total cannabis resin production capacity were not available, but it is noteworthy that Morocco alone seized more than 110 tonnes of resin in 1995.

Seizures of cannabis resin worldwide increased significantly in 1995 compared with their average level in the 1990s, and indoor cannabis cultivation continues to increase in many parts of the world.

In Morocco, the first cannabis surveys conducted in the Rif region in 2003 and 2004 confirmed the country as one of the world's leading cannabis producing and exporting countries, supplying 80 per cent of cannabis resin seized in Europe.

28. Global seizures of cannabis resin increased steadily, from around 300 tonnes in 1981 to more than 1,050 tonnes in 1995.

Ethiopia, Morocco and South Africa are major producers of cannabis and eastern and southern African seaports are frequently used for the trans shipment of cannabis resin from Asia to Europe or North America.

The main European entry points of cannabis resin were Belgium, France Italy, Netherlands, Poland, Portugal, Russian Federation, Spain and United Kingdom accounted for more than 46 per cent of total European seizures of cannabis resin, followed by the Netherlands (almost 11 per cent), the United Kingdom and France (8.5 per cent each).

The proportion of cannabis resin seized worldwide that is accounted for by Europe has increased over the last decade, as shown in figure 13.

For cannabis herb, amounts decreased from 5,805 tonnes in 1980 to 3,024 in 1995, and for resin they increased from 171 to 1,059 tonnes.

European traffickers accounted for around one half of the persons arrested worldwide in 1994 for trafficking in cannabis (see figure 12) and are reported to control much of the distribution of African cannabis resin in Europe.

29. In 1995, around 80 per cent of all cannabis resin seized in Europe originated from Morocco and the remaining 20 per cent came from Pakistan and Lebanon.

Those States are used for transit of opium, heroin and cannabis resin originating in central Asia via the Russian Federation, across the Caspian Sea, and via the Caucasus countries, across the Black Sea.

104. Heroin seizures worldwide remained stable in 1995 compared with 1994, although estimated availability decreased slightly, mainly as a result of decreased production in south west Asia. Seizures of both cannabis herb and resin rose significantly compared with 1994.

The UNODC Illicit Crop Monitoring Programme has continued to conduct annual surveys, in cooperation with the Governments concerned, in all the main countries producing opium poppy and coca and, since last year, in Morocco, the main source of illicit cannabis resin.

The latter alone accounted for 5 per cent of the total amount seized in Europe in 1995. This represents a sharp increase from seizures made in 1994, when it accounted for only 0.37 per cent of the cannabis resin seizures in Europe.

More speculatively, if such trends in cannabis cultivation continue, it is possible that more competitively priced cannabis grown indoors in developed countries could reduce international trafficking in cannabis and could possibly even have an impact upon cannabis cultivation in the major cannabis exporting countries.

20. Estimates of the hectarage of global cannabis cultivation are more difficult to obtain than those of opium poppy or coca bush because of the significant amounts of wild growth of cannabis, the more dispersed nature of cannabis cultivation and the increasing amount of cannabis cultivated indoors.

These products include a polymeric resin developed through the work and know how of ISRO.

Projects included the monitoring of cannabis cultivation in Morocco finding alternative activities for cannabis farmers monitoring the impact of cannabis trafficking out of North Africa into Europe HIV AIDS corruption and the trafficking of Afghan heroin.

Regarding efforts to eradicate cannabis cultivation, a number of countries were reported to be studying cannabis cultivation and its socio economic impact and assessing the feasibility of implementing alternative development programmes to tackle illicit cannabis cultivation.

Cannabis remains the most abused illicit drug worldwide.

22. Indoor cannabis cultivation is on the increase.

In connection with illicit cannabis cultivation, the hope was expressed that UNODC would be able to contribute to efforts to reduce cannabis production.
