23. As at 31 December 1995, the account established prior to 16 June 1993 had an available cash balance of approximately 200,000.

At the end of 1997, outstanding cash pledges amounted to some 71 million, of which 24.7 million related to the regular budget and 46.3 million to projects, while available cash balances were down to about 25 million, the equivalent of one month s expenditure.
