Supplementary report on steps taken by China to implement Security Council resolution 1540 (2004)

China firmly supports the increase of the representation of African countries on the Council.

China and Russia argue that the U.N. Security Council should reward Pyongyang for steps taken.

First, China supports reform of the Security Council, with priority being given to increasing the representation of the developing countries in the Council.

China is ready to continue to work with other members of the Council to this end.

ALTERNATIVE REPRESENTATIVE OF CHINA ON THE SECURITY COUNCIL Pursuant to rule 15 of the provisional rules of procedure of the Security Council, the Secretary General wishes to report that he has received a letter dated 3 December 1997 from the Permanent Representative of China to the United Nations stating that Mr. Cui Tiankai has been appointed alternate representative of China on the Security Council.

Article 23 of the Charter continued to list the Republic of China as a permanent member of the Council, and no intellectual acrobatics could alter the fact that the People s Republic of China was not the Republic of China.
