Talk of human rights and democracy is nothing but a smoke screen for demonizing China. Arms sales to Taiwan, Tibetan activism, and color revolutions of various kinds are all sponsored by the US and other Western powers, and are aimed at weakening China.

After New China was founded, it faced poverty, and cultural and scientific vacuums, as well as blockade and hostility from Western nations. China's socialist construction still reaped enormous results.

The US, like Australia, denies that all of this adds up to a policy of containment aimed at China. But few in the Western Pacific see it that way.

China and the US need to talk. Despite their economic interdependence and some 90 inter governmental channels for bilateral dialogue, the two superpowers are caught in a perilous tug of war over interests in the East and South China Seas and the western Pacific.

In other words, China, unlike the Western states and most countries in the world, is shaped by its sense of civilization, its existence as a civilization state, rather than as a nation state.

Even if Google does ultimately leave China, the game is not over. Western companies can promote Internet freedom from the outside, by providing useful technology as well as the keys to access it.

A more confident and secure Japan would be better able to block China from gaining ascendancy in the western Pacific, thereby advancing the central US policy objective of ensuring a stable balance of power in Asia. No other country in the region could act as a credible counterweight to China.

The Chinese remember all too painfully the unequal treaties imposed by the Western powers on China and Japan in the nineteenth and early twentieth centuries. An alliance between the US, Japan, Australia, and possibly India designed to contain China would be greeted by the Chinese with that history firmly in mind.

A few years ago, it was fashionable to worry about the challenge that authoritarian style capitalism (for example, in China, Singapore, Malaysia, or Russia) presented to Western democratic capitalism. Today, the problem is not only economic.

Working with a consortium of companies assembled by a number of WTCA members, Mr. Tozzoli met with Chinese President Jiang Zemin on April 30th, 2001 to initiate the development of power generation facilities in Western China.

Soon after these episodes, the US Department of Defense announced that it would begin relocating American forces to the western Pacific, focusing China s attention further. Likewise, the Trans Pacific Partnership (TPP), a proposed mega regional free trade deal from which China has so far been excluded has fueled concern in China regarding US intentions.

More important, China s economy depends on continued access to Western and especially US markets. At a time when a slowing economy is creating greater uncertainty for China, it cannot afford to provoke tensions with the US over anything that is not in its direct interests, such as its territorial claims in the South China Sea.

The Japanese occupation of China was a particularly galling and humiliating period because Japan was an Asian, not a Western, power. Moreover, like China, Japan was a society steeped in Confucian culture, which many Chinese reformers in the nineteenth and twentieth centuries blamed as a critical impediment to their own country s development and modernization.

Indeed, China has been shifting from hard power to soft throughout the region, and is using its economic power to challenge Western dominated multilateral institutions. Specifically, China has decided to pour huge amounts of money into establishing new development institutions the Asian Infrastructure Investment Bank, the Maritime Silk Road Bank, and the New Development Bank (created by the five major emerging economies, Brazil, Russia, India, China, and South Africa).

Of course, the inspiration for almost every political reform movement in China is the May 4th Movement of 1919, when Chinese students protested against a weak and corrupt government and called for China to strengthen itself by adopting two key Western ideals democracy and science. As the 90th anniversary approaches, China has made great strides in science, but still has a long way to go in terms of democracy.

Moreover, in November, Gazprom announced a framework agreement to deliver an additional 30 bcm of gas to China s Xingjiang Province from western Siberia for 30 years via another new pipeline. If the eastern and western pipelines are completed as planned, the 68 bcm they deliver to China annually would dwarf the 40 bcm that Russia exports to its current largest customer, Germany.
