Clearly, this development in the comparator should be an important lessons learned consideration for the common system's pilot study.

Also, a study of the levels to which the comparator civil service compensated staff who were expatriated should be undertaken.

B. Comparator

Step 7. Compare the aggregate of cash and non cash elements of the top ranked comparator in step 6 above to that of the current comparator on the basis of a grade equivalency study along the lines of the periodic exercises conducted with the United States federal civil service.

At present, the comparator is the United States Federal Civil Service.

Regarding the latter, the increasing difficulties in continuing to use the United States Federal Civil Service as the sole comparator were demonstrated, with particular emphasis on the far reaching reforms within the comparator.

It recalled that neither civil service had been found appropriate as the Noblemaire comparator.8 It noted that in 1995 the German civil service had been found to be better than the current comparator in terms of its superior benefit, leave and work hours provisions, while its salaries were lower than that of the comparator.

(a) The exclusion of differences in employee contributions to UNJSPF and local comparator schemes

The Swiss situation was reversed, in that its salaries were found superior to those of the comparator, while its benefit, leave and work hours provisions had been found to be less favourable than equivalent comparator provisions.

231. Noting that the criteria that the comparator civil service applied for danger pay were broader, including, for example, kidnapping, and that the comparator also administered danger pay in amounts of 15, 20 and 25 per cent of basic pay, some members of the Commission were of the view that the United Nations scheme should follow more closely that of the comparator.

(b) To inform the Assembly that again in 1998 the comparator had not fully implemented FEPCA pay reforms however, because of an improvement in economic and fiscal conditions of the comparator there were indications that future adjustments might be enhanced

Many national civil services, including the comparator, provided for family leave through either legislation or collective agreement.

ICSC, however, reported to the General Assembly that conditions for changing the comparator were not in place.

These comparisons showed that the comparator staff had a significant advantage over those of the common system.

(i) UNJSPF provided for full cost of living adjustment, while many comparator plans offered only partial adjustment

(c) A grade equivalency study should be conducted for all other comparator pay systems in 2005, taking into account the experience gained from the approaches outlined in the present paragraph, and the results reported to the Commission at its session in the first quarter of 2006.

Since the information provided by the Interorganization Section did not include details of United Nations comparator practices, separate information was provided by the ICSC secretariat which compared comparator maximum education grant levels to United Nations common system maximum levels on a country by country basis.

However, one member considered that based on a series of studies showing German civil service conditions to be superior to those of the current comparator, the Commission should proceed to the conclusion that the current comparator should be replaced by the German civil service.

Some members were concerned about the impact on the grade equivalency exercise currently being conducted with the comparator service.

However, the Commission continued to believe it was not opportune to change the comparator for the reasons previously stated

The comparator s citizens were at political risk because of their association with programmes that were unique to the comparator.

The conditions offered by the comparator civil service were included as relevant to specific issues raised by the Assembly.

Adjustments in the base salary scale of the United Nations common system are designed to parallel those of the comparator.

The Commission was informed, as part of its current study of United States United Nations grade equivalencies (see paras. 194 211 below), that significant changes in human resources management and remuneration structures of the comparator civil service had recently occurred and were expected to continue to evolve in the near future.

14. A key task of ICSC is periodically to assess the competitiveness of United Nations remuneration of staff in the Professional category and above with that of the selected comparator national civil service and to ascertain whether the existing comparator continues to be the highest paid civil service.

CCISUA noted that the ICSC report had indicated that adequate information and communication channels in the comparator service were still lacking.

(a) The total compensation comparison showed that the German civil service was 108.5 per cent of that of the current comparator

CCAQ supported the finding that the provisions for expatriation in the common system compared unfavourably with those provided by the comparator.

It was noted that the comparator paid danger pay at some 21 locations, compared to 14 in the United Nations system.

We had to study from study books.

The allowances were computed on the basis of the maximum annual remuneration of 160,000, the comparator remuneration figure since 1 January 2000.

It further noted that, even within a department or agency, a number of different broadbanded structures had been introduced by the comparator.

(d) The fourth part contained relevant information on the United States Federal Civil Service, both as an employer and as a comparator.

The documentation also provided an assessment of the merits and disadvantages of adopting the comparator practices for United Nations common system purposes.

33. Examples of non monetary awards will be reviewed against the background of practices established by the comparator and other outside employers.

The Commission had already studied this issue in relation to the comparator total compensation studies were part of its normal work programme.

The Commission noted that the comparator was currently in the process of reintroducing total compensation comparisons in its own pay setting system.
