1. The continental shelf of a coastal State comprises the seabed and subsoil of the maritime areas that extend beyond its territorial sea throughout the natural prolongation of its territory to the outer edge of the continental margin, or to a distance of 200 nautical miles from the baselines from which the breadth of the territorial sea is measured where the outer edge of the continental margin does not extend up to that distance.

8. Information on the limits of the continental shelf beyond 200 nautical miles from the baselines from which the breadth of the territorial sea is measured shall be submitted by the coastal State to the Commission on the Limits of the Continental Shelf set up under Annex II on the basis of equitable geographical representation.

It follows from the above provisions of the Convention that a coastal State, which is entitled pursuant to the provisions of article 76 of the Convention to the continental shelf extending beyond 200 nautical miles, is required to submit to the Commission for its consideration information on the limits of its continental shelf beyond 200 nautical miles.

Japan, a seafaring nation with a vast exclusive economic zone and continental shelf, is committed to the United Nations Conference on the Law of the Sea and to the organs established under it, namely, the International Tribunal for the Law of the Sea, the International Seabed Authority and the Commission on the Limits of the Continental Shelf.

My delegation welcomes the progress made by the Commission on the Limits of the Continental Shelf in considering the submissions of several coastal States.
