The obligations of certain organizations, such as the World Bank, are defined as quasi sovereign by the credit ratings agencies.

NEW YORK Recent market volatility in emerging and developed economies alike is showing once again how badly ratings agencies and investors can err in assessing countries economic and financial vulnerabilities. One of my favorite (sad) stories concerns consumer credit ratings in Russia. A retail banker once told me that in making credit decisions in Russia, his analysts had faced a shortage of data and had assumed that a criminal record would be one easy way to weed out the bad eggs.

CAMBRIDGE In the new financial order being put in place by regulators around the world, reform of credit rating agencies should be a key element. Credit rating agencies, which play an important role in modern capital markets, completely failed in the years preceding the financial crisis.

Lending, too, is being transformed by technology. Crowdsourced funding and peer to peer lending schemes give borrowers the opportunity to circumvent many of the hurdles of traditional banking including, in some cases, collateral requirements and credit ratings.

Ratings showed that of the 1,251 enterprises listed on the environmental protection credit management register, 134 were not rated temporarily because of production stoppage, not having been checked and accepted, having been shut down, and or other reasons.

This process means that ratings are often backward looking, downgrades occur too late, and countries are typically rerated based on when analysts visit, rather than when fundamentals change.
