Second, China will have to make its currency convertible. Third, the position of the euro will strengthen over time as more countries will join the euro zone.

The euro s recent rise against the dollar is a case in point by most accounts, euro bulls have been reacting to the enormous US current account deficit, a surging euro zone economy, and rising euro interest rates. What is irrational about factoring in such fundamentals when trading a currency?

(a) Effective 1 January 2002, the euro should be used as the official currency for those emoluments which are currently set in the national currencies of the twelve euro zone countries, and that the national currency amounts would be converted by applying the respective fixed conversion rates and then rounded up or down to the nearest euro

Now, the Euro was a newly born currency of great opportunity for business, and, of course, for investment.

The new rates are effective from the school year in progress on 1 January 2005. The currency areas where increases were approved are as follows Austria (euro), Belgium (euro), Denmark (krone), France (euro), Germany (euro), Ireland (euro), Italy (euro), Japan (yen), Netherlands (euro), Spain (euro), Sweden (krona), Switzerland (Swiss franc), United Kingdom (pound sterling), United States dollar in the United States and the United States dollar outside the United States.

In the second scenario, a two or three tiered Europe includes a two tiered euro, with the weaker countries using a separate euro B currency that can float against the stronger economies euro A. This arrangement would hold out the promise to fiscally stressed economies that, if they get their act together, they could rejoin euro A and do so more readily than they could from their own currency.

Germany s third illusion is that the current crisis is ultimately a euro crisis. While it is tempting to scapegoat the common currency, the fact is that the euro has brought huge economic and financial benefits to Germany, owing to increased trade, greater price stability, more competition, and improved efficiency.

Noting recommendation 16 of the Joint Inspection Unit report, which asks the COP to consider adopting euro budgeting and a single currency system of assessment, the euro, beginning with the 2008 2009 biennium,

The same applies to extensive government borrowing from abroad, to currency boards, even to currency unions. The creation of the euro is nothing but an extreme form of commitment European governments tried to lash themselves to the German mast of fiscal discipline.

Currently, the Territory's currency is the Comptoirs Français du Pacifique franc (CFP), which has an exchange rate fixed to the euro.22 According to President Thémereau, a consensus among the Territory's major political forces is a prerequisite for any decision with regard to the introduction of the euro.

As a result of these efforts, the renminbi has emerged as the second most used currency in trade finance, overtaking the euro, and the fifth most used for international payments. Moreover, it is increasingly preferred in currency market transactions and official foreign exchange reserves.

But the financial and economic crisis has demonstrated the benefits of euro membership. Ten years after the common currency s introduction, the 16 member euro zone has the world s second most important currency, accounting for more than a quarter of all central banks foreign exchange reserves and having overtaken the dollar as the currency of choice for international bond issues.

How the euro would be able to depreciate, given that it is a floating currency with very little intervention that is, the exchange rate is largely market determined depends on monetary policy. If the ECB agreed to loosen monetary policy or provide enough liquidity to support various bailouts, investors would fear inflation, weakening the euro.

Both measures had an immediate and profound impact on financial markets. Seen from Wall Street, the euro was moving closer to becoming a normal currency.

Even if most eurozone countries retain the single currency, it will be because abandoning the euro would be financially painful. Now that its weaknesses are clear, the euro will remain a source of trouble rather than a path to political power.

Apart from the declining reimbursement rates, the euro dollar exchange rate was unfavourable for the operational budget during 2003 and 2004, resulting in a lower support cost income in the euro currency, despite an increasing volume of technical cooperation delivery.

Cross border investment towards the euro area has increased, although here it is more difficult to disentangle the effect of the single currency from other concomitant events (such as privatizations or corporate mergers).

Leaving the common currency would, of course, threaten collateral damage for the exiting country and raise the risk of contagion for other weak eurozone members. The balance sheet effects on euro debts caused by the depreciation of the new national currency would thus have to be handled through an orderly and negotiated conversion of euro liabilities into the new national currencies.

Once the process of euro exit had started, there was no telling where it would stop. The general feeling was that the common currency was doomed.

Parties could be asked to agree that annual contributions be fixed in euros and the equivalent of the euro amount be paid in any convertible currency.

One possibility is a gradual, market determined erosion of the dollar as a reserve currency in favor of the euro. But, while the euro s international role especially its use in financial markets has increased since its inception, it is hard to envisage it overtaking the dollar as the dominant reserve currency in the foreseeable future.

In any case, protecting exports by resisting euro appreciation or, more precisely, dollar depreciation is a poor way to promote economic growth. A strong currency keeps both inflation and ECB interest hikes at bay.

One of the problems that had made the crisis more difficult after 1982 was the US dollar s appreciation. Likewise, today s euro crisis is harder to resolve because of the euro s strength in currency markets.

The current turmoil eventually will lead smaller European countries to look for ways to tie themselves much more closely to the euro. That is what happened in the 1970 s, during the original wave of currency turmoil the Scandinavians and the Swiss negotiated to associate themselves with a European currency regime.

CAMBRIDGE The French government just doesn t seem to understand the real implications of the euro, the single currency that France shares with 16 other European Union countries.

The ECB can curb the euro s appreciation through purchases of foreign currency. But, ultimately, it would have to do so by inflating its own currency until confidence in the euro falls back to the level that it had before the assurances were made.

Ownership of currency is generally proven through possession of the currency.

The dollar reserve system is fraying, but is likely to be replaced with a dollar euro or dollar euro yen system that is even more unstable. Annual emissions of a global reserve currency (what Keynes called Bancor, or the IMF calls SDRs) could help fuel global aggregate demand, and be used to promote development and address the problems of global warming.

Adoption of the Euro should foster even greater trade integration by eliminating exchange rate risk, lowering transaction costs, and promoting greater price transparency and competition. The experience of current euro area members thus far suggests trade gains of roughly 10 just from the single currency.

Leaders must start living up to the responsibilities that come with sharing a single currency. They must recognize the impact that national economic policies have on the euro area as a whole, and thus discuss and coordinate economic programs at the euro area level.

The euro precisely measures international tensions in that it is a bold experiment a currency that is not linked to a state, but rather follows from international rules and treaties. It is a creature of the intellect rather than a product of power.

The euro, which is undoubtedly much weaker than the Deutschmark would have been, has also helped, by reducing the prices of German goods and preventing France and Italy from pursuing currency depreciation. Until recently, the euro also provided booming external demand in southern Europe, while China s breakneck industrial development raised demand for Germany s traditional exports.

Meanwhile, as discussed in paragraph 42 above, New Caledonia's currency, the Pacific franc, could be replaced by the euro within two years if all three French Pacific Territories concur.

Attention is the currency.

If, however, China succeeds in developing a more convertible capital account and bolstering its financial system s efficiency, the renminbi is likely to emerge as a new international reserve currency, complementing the US dollar and the euro. This would benefit companies and central banks alike, by enabling them to diversify their foreign currency holdings further.

PRINCETON The alternatives for Europe s currency, the euro, seem increasingly limited to a desperate muddling through or a chaotic collapse. But there is a bolder and more productive approach that relies on past experience with multiple currencies.

The EU s malaise is self inflicted, owing to an unprecedented succession of bad economic decisions, beginning with the creation of the euro. Though intended to unite Europe, in the end the euro has divided it and, in the absence of the political will to create the institutions that would enable a single currency to work, the damage is not being undone.

Finally, for all the talk today of the discipline that the gold standard supposedly provided, countries that adhered to it regularly suspended convertibility meaning that the domestic currency could no longer be converted freely into gold. But today s Europeans have no domestic currency just the euro.

Britain can reduce its current account deficit by causing the British pound to weaken relative to the dollar and the euro, which the French, again, cannot do without their own currency. Indeed, that is precisely what Britain has been doing with its monetary policy bringing the sterling euro and sterling dollar exchange rates down to more competitive levels.

They have mismanaged their way into a deep crisis, betraying all of the lofty promises of unity and prosperity issued when the euro was created. The currency union may survive, but, for millions of people, the euro has already failed in its mission of sustaining growth and ensuring stability.
