The Panel recognizes that audited accounts are generally considered reliable evidence of the value of business assets on the date of audit.

In accordance with regulations 11.1 and 11.3, the principal accounts of the Tribunal shall include detailed, comprehensive and up to date records of assets and liabilities for all sources of funds. The principal accounts shall consist of
