At the same time, however, he has failed to close the grotesque US prison at Guantánamo Bay. Those who leak news of domestic and foreign surveillance are arrested, and the use of lethal drones has increased.

Meanwhile, the mere sound of drones terrorizes whole populations, indicating to enemies and civilians alike that they are being watched and might be attacked at any moment which could well play into the hands of terrorist recruiters.

The United Nations Convention on Torture explicitly forbids cruel, inhuman, or degrading treatment or punishment, so their use must be denied. Also, assassination by drones inevitably leads to the killing of innocent civilians the very crime that defines terrorism.

Since his five year term began in September 2008, Zardari has found it hard to assert his authority. Like his predecessor, General Pervez Musharraf, he is in danger of falling victim to a tide of anti Americanism, fueled by disquiet over US policies in Pakistan, such as the use of military drones and covert operations.

In this respect, drone warfare reinforces the perverse nature of asymmetrical wars. In Yemen, the US has been conducting drone strikes since at least 2002, with estimates of the total number of strikes ranging from 91 to 203. While the American and Yemeni governments have lauded the drones precise targeting, they have refused to meaningfully disclose key details about the strikes, including how many have been conducted, who has been targeted, or, crucially, the number and identities of civilians killed.

As a result, instead of winning hearts and minds, the US, with the constant humming of killer drones in the air, is driving fear into every living soul in the tribal areas. Indeed, the bloody irony is that the strategy is utterly counter productive the people of the tribal areas, with their warrior past, end up joining the militants, justifying their actions as jihad against the forces occupying Afghanistan and their helpers in Pakistan.

Counter terrorism against groups such as the Islamic State in Iraq and Syria (which now calls itself simply the Islamic State ) whether by drones, small raids, or the training and arming of local partners must become a staple of policy. It is time to recognize the inevitability of Iraq s break up (the country is now more a vehicle for Iran s influence than a bulwark against it) and bolster an independent Kurdistan within Iraq s former borders.
