With regard to electoral security, there have been multiple attacks during the reporting period against local Joint Electoral Management Body employees and other Afghan electoral workers.

Although time is quickly ticking away, electoral tasks such as the resumption of identification efforts and the updating of electoral lists have yet to begin, and the Independent Electoral Commission is still being strenuously contested.

For example, the Electoral Assistance Division, through the UNDP office in Mexico, has been working on a technical level with the Instituto Federal Electoral since 1995 to consistently improve the electoral process in that country.

The appeal to electoral expertise during the negotiation phase, for example, can assist in the establishment of a realistic electoral calendar and the prevention of vague language that confuses rather than clarifies the electoral mandate.

In order to prevent electoral fraud, article 10 of the Code provides that no one may be registered on multiple electoral lists.

On 11 July, the Electoral Complaints Commission provided the Joint Electoral Management Body with a list of 17 candidates who were disqualified.

The Commission was assisted by international electoral experts, who together constituted the Joint Electoral Management Body overseeing the organization of the elections.
