Women's presence in decision making bodies does not automatically ensure attention to gender equality in political processes.

Within the structure of legislative authorities, parliamentary commissions have been formed for gender Equality, as working groups of legislative bodies.

They also established a requirement of adequate representation of women in public bodies, as part of the principle of equality.

On May 27, 2004, the Intergovernmental Forum for the Promotion of Racial Equality (FIPIR) was established through a proposal for joint work by SEPPIR, involving the municipalities and states that have executive bodies with the responsibility to coordinate policies for the promotion of racial equality (secretariats, coordinating agencies, advisory bodies or similar entities).

Gender equality issues were addressed by a number of parliamentary bodies, including the Gender Equality Subcommission of the Commission on Human Rights and Public Affairs and the Women's Interparliamentary Cooperation Group, and by specially designated officials in every government Ministry.

The Committee notes with appreciation the establishment of several independent institutions with competence in the field of human rights and racial discrimination, namely the Irish Human Rights Commission, the Equality Authority and the National Consultative Committee on Racism and Interculturalism, as well as judicial bodies with specific jurisdiction on equality and non discrimination, such as the Equality Tribunal.

Innovative partnerships are also needed among national mechanisms for gender equality, other government bodies, including national statistical offices, the women's movement, the private sector, and regional and international organizations.

From the presented above, it is obvious that the legislative and executive authorities at all levels in B H have established bodies in charge with gender issues, i.e. gender equality implementation.

In this way it has strengthened the position already held by international bodies, that the realization of the principle of gender equality, through a shift towards equality of opportunity, constitutes the actualization of social rights and the principle of the social state, in accordance to respect and protection of human rights.

In February 2005, the European Union partners had agreed to ensure that gender equality bodies and structures across the Union were equipped with the human and financial resources needed to function effectively.

Yet equality before the law was not the same as equality in rights or gender equality.

It was also recommended that greater representation of women in decision making bodies at all levels of government and the United Nations be achieved and that efforts towards the empowerment of women and gender equality be pursued.

The legal equality that women enjoy does not necessarily translate into factual equality.

Gender equality parliamentarian commissions at State, Entity and Cantonal levels, present their proposals and opinions on documents (regulations and similar), subsequently to be considered by relevant legislative bodies, also on certain forms of gender in some aspects of social life.

The law does not provide for any quotas but in accordance with the Gender Equality Act, as much as possible, both sexes have to be represented in committees, councils and other collegial bodies formed by state and local government agencies.
