if the assets sold are equity, the total assets, business income and net assets are respectively the product of total assets, business income and net assets of the invested enterprise and the equity percentage of the investment.

(a) The balance between equity type assets and other assets, such as bonds

Under an international agreement known as Basel III, banks are to be required to hold a higher ratio of equity capital against risk weighted assets, and leverage is to be limited to a smaller percentage of such assets. National regulators are exploring ways to vary ratio requirements over the business cycle, and have started subjecting banks to regular stress tests.

First, capital requirements should be set as a straightforward ratio of common equity to total assets, thereby abandoning all reference to banks own risk management models. The new capital ratio should be raised to 7 10 of total assets in order to dampen risk taking by bankers and minimize the real economic impact of large scale deleveraging following a loss of confidence in the banking system.

In plain English, a supposedly well capitalized bank in the UK can have 97 cents of debt per one dollar of assets (and just three cents of equity). Such a low loss absorption capacity would get you run out of town in the US, where regulators are weighing a 5 6 leverage ratio (twice as much equity on a non risk weighted basis), and some responsible officials are still pushing for 10 or higher.

The ratio of assets under custody to total deposits of financial institutions is often used to measure the status and function of the custody sector.

If banks and financial institutions find it difficult to recapitalize (i.e., issue new equity), it is because investors are uncertain about the value of the assets in their portfolios and do not want to overpay. Will government do better at valuing those assets?

Article 58The equity instruments refers to the contracts which can prove that a certain enterprise holds the surplus equities of the assets after the deduction of all the debts.

To buy or even to hold risky assets in such a situation is a recipe for financial disaster. So is buying or holding equity in firms that may be holding risky assets, regardless of how safe a firm s stock was previously thought to be.

The McKinsey Global Institute recently estimated that world financial assets today are more than three times world GDP triple the ratio in 1980 (and up from only two thirds of world GDP after World War II). And then there are the numbers that sound very large and are hard to interpret 300 trillion in derivative securities 3 trillion managed by 12,000 global hedge funds 1.2 trillion a year in private equity.

But doesn t the banks ability to raise new equity capital indicate that, regardless of whether the stress tests are reliable, investors believe that their assets value does significantly exceed their liabilities?

Some suggest focusing on rapid increases in the volume of bank and nonbank lending to the non financial private sector as an indicator that lending is growing riskier. Others recommend monitoring the leverage ratio, particularly the ratio of capital to assets in the banking system, on the grounds that banks are the weak link in the financial chain.

However, before graduates flock to private equity, they should know that only the very big funds can use debt to skew returns for insiders in this way, primarily because only they can raise the capital needed to buy well established companies that are rich in fixed assets, and thus in potential collateral. Smaller private equity funds typically buy into younger, smaller companies without such fixed assets, and the leverage in those deals is commensurately less.

That is an exaggeration. For example, Ichizo Miyamoto, a former senior finance ministry official, claims that, accounting for the government s assets, Japan s net debt GDP ratio is below 100 , similar to that of the United States.

Equity prices and other risky assets have fallen sharply from their peaks of late 2007, but there are still significant downside risks. An emerging consensus suggests that the prices of many risky assets including equities have fallen so much that we are at the bottom and a rapid recovery will occur.
