A brief summary of the outcome of the initial industrial study commissioned by the European Space Agency (ESA) is provided below.

The initiative had been the result of discussions held during the United Nations European Space Agency Austria Symposium on Water for the World Space Solutions for Water Management (A AC.105 844).

The following international organizations were also represented by observers European Space Agency (ESA), International Astronautical Federation (IAF), International Law Association (ILA), International Mobile Satellite Organization (IMSO), International Organization of Space Communications (INTERSPUTNIK), Space Generation Advisory Council (SGAC) and .

The Finnish space budget has remained unchanged since 1995, although the share devoted to European Space Agency (ESA) programmes has increased the latter accounted for the main part of the budget in 2005.

The scientific equipment for the space laboratory was designed and manufactured at the request of the European Space Agency (ESA) through the joint efforts of scientists and engineers of the Agency's member States.

The Meeting noted that the Charter, whose membership included the Centre national d'etudes spatiales, the European Space Agency, the Canadian Space Agency, the Indian Space Research Organization, the National Oceanographic and Atmospheric Administration of the United States and the Comisión Nacional de Actividades Espaciales of Argentina, provided space data acquisition and value added products, through authorized users, to disaster managers in the event of major disasters.

Data from SPARTAN 201 will also calibrate measurements to be made by the European Space Agency (ESA) NASA Solar and Heliospheric Observatory, scheduled for launch in 1995.
